Celem artykułu jest omówienie głównych źródeł ograniczeń wartości danych oraz wskaźników statystyki nauki i techniki w Polsce w stosunku do potrzeb osób decydujących o rozwoju badań naukowych i technologicznych na szczeblu politycznym, a także na szczeblu zarządzania. Autor omawia ograniczenia związane z: charakterem samej statystyki jako źródła danych dla diagnozy i podejmowania decyzji; sposobem prezentacji materiału statystycznego; obecną fazą rozwoju statystyki nauki i techniki w krajach rozwiniętych; błędami interpretacji danych statystycznych; niepełną użytecznością danych i wskaźników skonstruowanych w krajach rozwiniętych gospodarczo w stosunku do potrzeb użytkowników w krajach słabiej rozwiniętych; niedostatecznym zapotrzebowaniem na statystyki nauki i techniki w kręgach decyzyjnych; odchyleniem danych od rzeczywistości wskutek sposobu gromadzenia statystyki przez krajowe urzędy statystyczne.

This article discusses the limited value of statistical data and indices on science and technology in Poland with respect to the requirements of those who make important decisions about scientific and technological research at the political and management level. The author discusses limitations caused by: the nature of statistics as a source of information for assessment and decision making; the current stage of development of the statistics of science and technology in developed countries; the limited applicability of data and indicators constructed in developed countries to the requirements of users in poorly developed countries; the insufficient demand for science and technology statistics among decision-makers; and the way statistical data are collected.
