The subject of this article concerns the question of the direction and rationale of structural change in the electricity sector and the implications this has for pro-competitive regulation. The starting point is the genesis of the sector's model of vertical disintegration, which, in the first period of market reforms, provided an unquestionable broader basis for the conduct of structural pro-competitive regulation. It then goes on to point to a series of developments from the real sphere, a deepening understanding of the functioning of competitive markets in the sector and an increasingly pronounced shift in energy policy priorities, all of which add up to a marked change in the approach to vertical integration. Behind it lies the formation of a new market paradigm in the energy sector, based on pragmatic regulation and imperfect competition.

Przedmiot artykułu dotyczy pytania o kierunek i przesłanki zmian strukturalnych w sektorze elektroenergetycznym i skutków, jakie stąd wynikają dla regulacji prokonkurencyjnej. Punktem wyjścia jest geneza modelu pionowej dezintegracji tego sektora, który w pierwszym okresie reform rynkowych stanowił niekwestionowaną szerzej podstawę do prowadzenia strukturalnej regulacji prokonkurencyjnej. W dalszej części wskazano na szereg zdarzeń ze sfery realnej, pogłębiającą się wiedzę na temat funkcjonowania konkurencyjnych rynków w tym sektorze oraz coraz wyraźniej zarysowującą się zmianę priorytetów w polityce energetycznej, które w sumie składają się na wyraźną zmianę podejścia do kwestii integracji pionowej. Kryje się za nią formowanie nowego paradygmatu rynkowego w sektorze energetycznym, opartego na pragmatycznej regulacji i niedoskonałej konkurencji.
