Police activities are on the one hand extensive and on the other hand they have not been clearly defined. The various criteria used here are not very consistent. They often cross each other and overlap, and thus violate the consistency and logic of the division. Persistent crime in Poland, the emergence of new categories, the increasing number of acts of terror with the use of explosives and firearms, and the brutality of criminals cause that in the 21st century, one of the most important tasks for the state is to ensure security citizens. Guaranteeing this is related to the need to develop system actions that should be based on a single and coherent program.
