Abstracts
A key problem which must face the public and private higher education is to start the competitive mechanisms, that may lead to continuous im- provement of quality of offer program and education of graduates but also to increase of efficiency. This competition can not be run without equal access to public funds. Opinions on above mentioned subject are divided, but that the higher education system could meet the challenges of devel- opment and participates in the transformation process taking place in the European economy, both sectors (public and nonpublic) should exist and be inseparably linked with each other.
