This aim of the article is to discuss the impact of CRD IV (Capital Requirements Package IV Directive) and CRR (Capital Requirements Regulation) on the financing of small and medium enterprises (SMEs) in the EU. The author describes the impact of changes in capital and liquidity requirements of banks and leverage on capital requirements for credit risk exposures to SMEs, the countercyclical capital buffer and preferential risk weights for loans up to 1 million euros to small and medium enterprises. The author concludes that these regulations may restrict the access of these enterprises to bank loans.
