State-owned enterprises are used as tools of economic policy. This article – through historical analysis – examines the role of such entities in South Korea's economic development in the 20th century. The importance of state-owned enterprises was largely determined by the stage of development of this economy. Initially – under conditions of an underdeveloped private sector – the role of state-owned enterprises was important, but declined as private corporations and entire sectors of the economy developed. The analysis has shown that under certain conditions, state-owned enterprises can successfully pursue the objectives of government economic policy, but first, such use may significantly reduce their microeconomic efficiency and, over time, cause problems for the whole economy, and second, it requires certain conditions that are not universal for all countries of the world. Moreover, reforms of the state-owned enterprise sector or attempts to reduce its size face a number of social or political problems.

Przedsiębiorstwa państwowe bywają wykorzystywane jako narzędzia polityki gospodarczej. Artykuł – za pomocą analizy historycznej – bada rolę tego rodzaju podmiotów w rozwoju gospodarczym Korei Południowej w XX wieku. Znaczenie przedsiębiorstw państwowych w tej gospodarce było w dużym stopniu uwarunkowane etapem rozwoju tej gospodarki. Początkowo – w warunkach słabo rozwiniętego sektora prywatnego – rola przedsiębiorstw była istotna, lecz malała wraz z rozwojem prywatnych podmiotów i całych sektorów gospodarki. Analiza pokazała, że w określonych warunkach przedsiębiorstwa państwowe mogą z powodzeniem realizować cele polityki gospodarczej państwa, jednak po pierwsze takie ich wykorzystywanie może istotne zmniejszać ich efektywność mikroekonomiczną i z czasem powodować problemy dla całej gospodarki, a po drugie wymaga określonych warunków, które nie są uniwersalne dla wszystkich państw świata. Ponadto reformy sektora przedsiębiorstw państwowych bądź próby jego zmniejszenia napotykają na szereg problemów o charakterze społecznym lub politycznym.
