The Polity of Health Care - Basic Structural AssumesThe effects of health care service reforms in Poland in the last few years has been described in the article. The expectation concerning reforms in the Polish society are presented. The analysis of these effects and the comparison of different health care system organizations in several European countries show us, that we have to work out our own original Polish model. On the state level we have to implement solutions of governance and responsibility for citizens’ health (health policy) . At the same time we have to bare in mind that health service sector is only one element of the system. The regional health policy is one of the most important elements and it can be connected with the regional development strategy, although the responsibility for the health problems ought to be divided also on the local levels. Country Hospital Net and Regional Hospital Nets are essential to make order in the system. The finance mechanism supporting medical staff education have to be changed to equalize the availability of high educated specialists. The Medical Service Register must be organized to collect information on the several levels of the state to deal with effective health policy.
