The article analyses the guidelines of the International Labour Organization in the fifi eld of basic social protection, regulated in the Recommendation No. 202 of 14 June 2012. The main guidelines and principles to be followed by ILO member states concerning the establishment and maintenance of basic levels of social protection as a fundamental element of national social security systems are presented. In the article we compare the scope of the Recommendation No. 202 with the Convention No. 102 regarding minimum social security standards of 1952, as well as the European Social Charter of 1961. Lastly, the article analyses the degree of implementation of the guidelines established by the Recommendation No. 202 on the basis of ILO reports on social protection for the period 2014–2015 and 2017–2019.

Tematem artykułu są wytyczne Międzynarodowej Organizacji Pracy w zakresie podstawowego poziomu zabezpieczenia społecznego, uregulowane w zaleceniu nr 202 z 14 czerwca 2012 r. Zaprezentowano w nim główne wytyczne oraz zasady, jakimi powinny kierować się państwa członkowskie MOP w zakresie ustanowienia i utrzymania podstaw ochrony socjalnej jako zasadniczego elementu krajowych systemów zabezpieczenia społecznego. Dokonano porównania zakresu podmiotowego i przedmiotowego zalecenia nr 202 MOP z Konwencją nr 102 MOP dotyczącą minimalnych norm zabezpieczenia społecznego z 1952 r. oraz Europejską kartą społeczną z 1961 r. Artykuł kończy analiza stanu wdrożenia wytycznych ustanowionych zaleceniem nr 202 na podstawie raportów MOP o ochronie socjalnej za okres 2014–2015 i 2017–2019.
