The author supposes that the form of government is the area in which the democratic authors of the constitution demonstrated the lowest creativity and the continuance between the republican constitution of 1947 and the constitutional system of the Kingdom of Italy is most evident. In both two cases we have, indeed, to deal with a parliamentary system of government, in its classic form in the Kingdom of Italy and a slightly rationalised version in the Republican period. From the perspective of electoral law the author examines in detail the system of government in the periods of 1948-1953, 1953-1992 and, then, describes the reform of electoral system of 1993 and main trends in reforms of the system of government (aimed at a bipolar solution) in 1993-2005. She also presents the new electoral law (indicating its advantages and defects) and results of the parliamentary election of 2006.
