Human Capital Operational Programme — PO KL (carrying out the National Strategic Reference Framework 2007–2013) is financed by European Social Fund (85%) and by national budget (15%). This programme supplies 11.5 billion euro (http://www.efs.gov.pl/WstepDoFunduszyEuropejskich/Strony/Oprogramie.aspx) for the diverse actions developing human capital. The actions counteracting the problems of social exclusion can be financed from PO KL as well. It has special priority (VII) of promotion of social integration. The subjects that want to carry out the actions from this priority must prepare a project consistent with the principals of eligibility. This programme can be unusual chance for usual people, but can we use this chance?
