The policy of shipbuilding is one of the main problems of maritime policy. Eugeniusz Kwiatkowski joined with such factors as adequate road and rail network, well equipped and located harbours and efficient commercial companies and treaties. This activities dealing with the Government Delegacy Representation on Coastal Affairs realized these principles. The Ministry of Industry created in 1945 the Union of Polish Shipyards. Another idea was the Economic Union of Maritime Cities, which had to cooperate with the Government Delegacy Representation and join together cities of Gdańsk, Gdynia, Sopot and Szczecin. Finally the Union didn’t receive the governmental approval and help. In September 1947 there was established the enterprise Szczecin Shipyards with Odra Shipyard and Gryf Shipyard. That year can be treated as the beginning of polish mastery over shipyards.
