The article revolves around the risk issues within public action policy makers face while initiating policy reforms (understood as a chain of complex interventions). The author describes various approaches to risk defining, including risk perception and tolerance of it. He uses certain amount of examples including a labour market policy or health policy. His thesis is that structures of risks in policymaking in Poland requires more attention to be paid to analyzing them. The research indicates that risks are not analyzed on a regular basis. What is more, instruments to analyze them are not available. But there is a wider problem relating to the fact that a policy analysis is not commonly used as an instrument in the policy process. As a result, the potential for a risk management is quite limited and that’s why the results of public action quite often leave a lot to be desired.

Tekst dotyczy problematyki ryzyk w działaniach publicznych, wobec których stoją decydenci inicjujący reformy (rozumiane jako sekwencje złożonych interwencji). Autor opisuje różnorodne podejścia do definiowania ryzyk, problem ich percepcji i tolerancji na nie. Omawia strukturę ryzyk na wybranych przykładach polityk publicznych, w tym w polityce rynku pracy i polityce zdrowia. Stawia tezę, iż zagadnienie struktury ryzyk w działaniach publicznych w Polsce wymaga głębszego niż dotychczas analizowania. Badania świadczą, że nie są one badane w sposób systematyczny. Brakuje instrumentów analizy. Problemem jest generalny deficyt analiz polityk. Przekłada się to na problemy z umiejętnością zarządzania ryzykami, co często staje się bezpośrednią przyczyną sprawiającą, iż rezultaty realizowanych działań nie przynoszą oczekiwanych rezultatów.
