W artykule omówiono przyczyny powoływania obserwatoriów terytorialnych oraz opis pierwszych działań z tym związanych. Tworzenie takich instytucji w Polsce jest efektem sprawdzonych praktyk europejskich, gdzie na początku tego wieku powstała sieć obserwatoriów planowania przestrzennego. Pierwsze polskie doświadczenia są związane z budową regionalnych obserwatoriów rynku pracy we wcześniejszym okresie programowania Unii Europejskiej. Dzięki nim zasoby informacji i zadania wojewódzkich urzędów pracy zostały bardziej ukierunkowane na specyfikę oraz potrzeby lokalnych rynków pracy. Omawiane w artykule działania w kierunku stworzenia systemu obserwatoriów terytorialnych w Polsce dotyczą poziomu krajowego i regionalnego. W dokumentach programowych na poziomie rządowym podkreślono konieczność budowy takiego systemu, ale jak dotychczas nie zmieniono przepisów prawnych. Na poziomie regionalnym Konwent Marszałków wyraźnie akcentuje potrzebę powołania obserwatoriów terytorialnych. W niektórych województwach w ramach istniejących kompetencji, samorządy regionalne powołują własne obserwatoria. Jednak nie tworzą one systemu obserwatoriów terytorialnych w całym kraju. Przykładowo, Mazowieckie Obserwatorium Terytorialne powstaje tylko w ramach kompetencji Mazowieckiego Biura Planowania Regionalnego w Warszawie. W połowie 2012 r. jeszcze nie można udzielić jednoznacznej odpowiedzi na pytania: czy powstanie system obserwatoriów terytorialnych w Polsce oraz czy zakorzeniona wola współpracy zapewni podstawy do konkretnych działań? Tym niemniej warto prześledzić dotychczasowy proces budowania polskich obserwatoriów.

The article discusses the reasons for which territorial observatories are being created and describes the first actions being undertaken. Such institutions being created in Poland was inspired by the network of spatial planning observatories which has been created at the beginning of the century in other European countries and has proven to be useful. The first Polish experiences are related to the creation of regional labor market observatories in the previous EU programming period. These institutions allowed the information assets and tasks of regional employment offices to be more focused on the particular needs of local labor markets. In order to create a system of territorial observatories in Poland, actions were undertaken at the national and regional level. Position papers on the level of the national government underlined the need of such a system being created, but the relevant regulations have so far not been changed. On the regional level, the Convention of Marshalls clearly emphasizes the need of territorial observatories being created. Some regional governments are creating their own observatories within the existing framework. These institutions, however, do not form a national system of observatories. The Mazovian Territorial Observatory, for example, is being created within the framework of the Mazovian Office for Regional Planning in Warsaw. In the middle of 2012, there is still no clear answer to the questions: will a system of territorial observatories in Poland be created and will the will to cooperate suffice as the bases for concrete actions? Either way, it is worthwhile to study the process of building Polish observatories so far.
