Celem niniejszego artykułu jest z jednej strony ustalenie istoty i granic zasady decentralizacji władzy publicznej będącej jednym z fundamentów konstytucyjnego ustroju państwa, z drugiej zaś strony ukazanie dokonanych w dziedzinie gospodarki wodociągowo-kanalizacyjnej zmian (dodajmy daleko idących i znaczących).

The purpose of this article is, on the one hand, to determine the essence and limits of the principle of decentralization of public power being one of the foundations of the constitutional state system, and on the other hand to show the changes made in the field of water and sewage management (let us add far-reaching and significant).
