The article proposed and justified the basic approaches to the development of a new model of a foreign language training of specialists in law in Ukraine in accordance with international standards and best European practices based on the analysis of International Standard Classification of Education, Project of the National Standard Classification of Education and project of the European Commission «Tuning». The research is based on the notion «competence». According to the new Law of Ukraine «On higher education», which came into force on 6 September 2014, a competence is «a dynamic combination of knowledge, skills and practical skills, ways of thinking, professional, philosophical, and social qualities, moral and ethical values, which determines the individua’s ability to successfully undertake the professional and further educational activities and is a result of learning at a particular level of higher education». In particular in ISCE higher education is represented by four skill levels – the fifth, the sixth, the seventh and the eighth, where the sixth level it’s a bachelor, the seventh – a master, and the eighth – Ph.D. The classification gives a detailed list of criteria, required for admission to the educational program of a particular level, and requirements for successful completion of training for each of these levels. A similar division is contained in the draft of National Standard Classification of Education, posted on the website of the Ministry of Education and Science of Ukraine, but still not officially approved. With regard to the project «Tuning», in its section «Law» among the special competence of future lawyers as the first there is the ability to communicate in the native and foreign languages, using the necessary terminology in their field. The acquisition of this competence is a prerequisite for learning for Bachelor and Master students. The article draws attention to the fact that Educational-qualification description (EQD) which specifically and clearly describes career prospects and the profile of future lawyers is an important and far the only document on the level of higher education in Ukraine. As an example, there is given EQD of National Academy of Internal Affairs, which is one of the universities that trains specialists in law, and which EQD is approved by the Ministry of Education and Science of Ukraine. There is also mentioned the need for development of higher education industry standard in law in which the requirements for lawyers from the state and global partnership have to be summarized.
