Rozwój centrów handlowych wpływa w różny sposób na obszary zewnętrzne dużych miast. Efektem mogą być zmiany ekonomiczne, rynku pracy, zachowania konsumentów, komunikacyjne oraz zagospodarowania przestrzennego. Negatywnym następstwem może być zanik podstaw funkcjonowania podmiotów gospodarczych w małych miastach, pełniących funkcje usługowe wobec otaczających obszarów wiejskich, natomiast pozytywnym spadek cen i polepszenie jakości oferowanych usług. Celem pracy jest ocena oddziaływania centrów handlowych na przedsiębiorców działających w małych miastach i na obszarach wiejskich, położonych w subregionie południowym województwa śląskiego, w strefie wpływu miasta Bielska-Białej. Na podstawie przeprowadzonych w 2012 roku badań ankietowych z przedsiębiorcami w wybranych gminach subregionu bielsko-bialskiego określono ekonomiczny wpływ centrów handlowych. Centra handlowe stanowią bezpośrednią konkurencję dla niewielkiej liczby ankietowanych przedsiębiorców, bo tylko 7% ogółu. Utrata klientów została zrekompensowana dzięki dodatkowym zleceniom. Najbardziej doceniane są zwłaszcza nowe przyjazne formy robienia zakupów. Podsumowując, centra handlowe stanowią konkurencję dla przedsiębiorców, ale także przyczyniają się do poprawy jakości i konkurencyjności świadczonych usług.

The development of shopping malls affects in different ways the outer areas of large cities. It can result in changes in the economy, labour market, consumer behaviour, and land-use planning. The negative effect can be the disappearance of the economic foundations of the functioning of business entities in small towns, which provide services to the surrounding rural areas, while the positive effect can be the declining prices and improving quality of the services offered. The aim of this work is to assess the impact of shopping malls on entrepreneurs operating in small towns and rural areas, located in the southern sub-region of Silesian Voivodeship, in the zone of influence of the city of Bielsko-Biała. On the basis of a survey conducted in 2012 among entrepreneurs in selected municipalities of the Bielsko-Biała sub-region, the economic impact of shopping centers is presented. Shopping centers are direct competition for a small number of the entrepreneurs surveyed (only 7% of the total number). Loss of customers has been offset by new orders. Especially the new, friendly forms of shopping are appreciated. Shopping malls are competition for entrepreneurs but also contribute to improving the quality and competitiveness of the services provided.
Na obszarach bezpośrednio przyległych do miast zachodzą dynamiczne procesy urbanizacji o często niekontrolowanym charakterze, przyjmując formę „rozlewania się” miasta (urban sprawl). Stare, wyeksploatowane instalacje grzewcze i coraz bardziej intensywny ruch drogowy powodują zwiększanie się ilości emitowanych do atmosfery zanieczyszczeń. Odczuwalne są następstwa zmian klimatycznych. Jednym ze sposobów łagodzenia zmian klimatycznych i podniesienia jakości środowiska przyrodniczego jest zrównoważona gospodarka energetyczna oraz wykorzystanie Odnawialnych Źródeł Energii (dalej OZE). Celem artykułu jest ocena kierunków rozwoju gospodarki energetycznej w małych miastach województwa śląskiego. Przeanalizowano 15 dostępnych Planów Gospodarki Niskoemisyjnej (dalej PGN) dla małych miast z tego obszaru, skupiając się na działaniach termomodernizacyjnych w budynkach oraz wykorzystaniu wybranych OZE.

Areas, especially those directly adjacent to the towns, are subject to, largely uncontrolled, urbanization processes (urban sprawl). Old and outdated heating systems and more intense traffic increase the quantity of emitted pollutants into the atmosphere. One of the ways to mitigate climate change and improve the quality of the environment is sustainable management of energy and the use of renewable energy sources (the RES). The aim of the work was assessment of energy management in the small towns of the Silesia region. Fifteen available Sustainable Energy Action Plans (SEAP) for towns in this area were examined. Due to the limited size of the work, the focus was mainly on the activities like: thermal upgrading of buildings and the use of selected RES.

Celem pracy była ocena oddziaływania centrów handlowych na przedsiębiorców działających w małych miastach i na obszarach wiejskich, położonych w subregionie północnym województwa śląskiego, w strefie wpływu miasta Częstochowa. Centra handlowe stanowią bezpośrednią konkurencję dla 18% ankietowanych przedsiębiorców, narzekających także na utrudniającą prowadzenie działalności gospodarczej biurokrację. Doceniane są nowe, przyjazne formy robienia zakupów. Podsumowując, centra handlowe stanowią konkurencję dla przedsiębiorców, przyczyniając się także do poprawy jakości i konkurencyjności świadczonych usług.

Jednym z elementów zrównoważonego rozwoju miast jest ład środowiskowo- -przestrzenny. Składają się na niego różne aspekty, takie jak np.: ekologizacja plano-wania przestrzennego oraz ochrona przed powodziami (w ramach ochrony wód), które powinny być ze sobą powiązane. Planowanie przestrzenne winno uwzględniać ograniczenia środowiskowe, w szczególności ograniczenia w intensywnym zagospodarowaniu terenów zalewowych. Istotne jest dążenie do pogodzenia ze sobą tych sprzecznych często interesów, jakimi są presja na zagospodarowanie terenów zagrożonych wystąpieniem powodzi z wprowadzeniem na takich terenach ograniczeń np. w zabudowie. W artykule przybliżono ideę zrównoważonego rozwoju, ryzyko powodzi i sposoby zapobiegania szkodom powodziowym oraz przeprowadzono analizę miejscowych dokumentów planistycznych w mieście Strumień pod kątem wyznaczenia i zagospodarowania (ograniczeń w wykorzystaniu) stref zagrożonych zalaniem. Spatial order is one of the elements of sustainable urban development. It consists of various aspects, for example: environmental planning and protection against floods, which should be connected with themselves. Spatial planning should take into account e nvironmental constraints, in particular restrictions on an intense development of the floodplains. It is important to reconcile with each other these often conflicting interests, like pressure on land - use areas where risk of flooding occurs with the introd uction of restrictions on such areas. In article were described the idea of sustainable development, the risk of flooding and wa ys of preventing flood damage. Nakłady ponoszone na gospodarkę wodną w Polsce są ograniczone. Nieliczne zrealizowane inwestycje, takie jak np. małe zbiorniki retencyjne, powinny być wykorzystane w najbardziej efektywny sposób. Głównym celem pracy jest ocena przydatności do rekreacji zbiornika Ostrowy i jego rekreacyjnego wykorzystania. Ocena została przeprowadzona na podstawie parametrów morfometrycznych zbiornika, miejscowych planów zagospodarowania terenów otaczających akwen oraz jego aktualnego wykorzystania i przyległych terenów. Pierwotnie zbiornik był przeznaczony do retencjonowania wody na cele rolnicze (nawadniania upraw). Brak inwestorów i inne czynniki uniemożliwiły takie wykorzystanie zbiornika. Pomimo niezbyt korzystnych pod kątem rekreacji parametrów morfometrycznych, uchwalono miejscowy plan pozwalający na rekreacyjne wykorzystanie terenów wokół akwenu i zrealizowano inwestycje w infrastrukturę. Pozwala to na znacznie bardziej efektywne wykorzystanie zbiornika retencyjnego Ostrowy.

Incurred expenditure on water management is limited. Few carried out investments, such as small water reservoirs should be utilized in the most effective way. The main objective of the work is the assessment of the recreational value of reservoir Ostrowy and its recreational use. The assessment was based on the morphometric parameters of the reservoir, local development plans for the surrounding areas and present use of the reservoir and surrounding areas. Initially the reservoir was planned for water retention for agricultural purposes (irrigation of crops). Lack of investors and other factors prevented such use. Despite the fact that the morphometric parameters were not very favourable for recreation, local development plans allowed recreational use of the reservoir and investments in infrastructure followed. That resulted in much more effective usage of the Ostrowy reservoir.

Celem pracy była ocena oddziaływania centrów handlowych na przedsiębiorców działających w małych miastach i na obszarach wiejskich, położonych w subregionie zachodnim województwa śląskiego. Centra handlowe stanowią bezpośrednią konkurencję dla 33% ankietowanych przedsiębiorców, narzekających także na wysokie koszty. One of most common natural catastrophes in Poland are undoubtedly floods. Climatic change contributes to more and more often and violent occurrences of the maximum flow in rivers, which increases flood damage. Inadequate land management and the unjustified belief in the effectiveness of technical flood control measures can also contribute to flood damage. The development of water management (including flood protection) should be carried out in a sustainable way by integrating social, environmental, and economic objectives. In flood protection, those measures that are least invasive to the natural environment should be used first; in particular, non-technical flood protection methods (e.g., flood risk assessment and management, and the proper definition and management of flood plains). One of the bases for the sustainable development of water management is the preparation of models that can help us calculate the likelihood of maximum flow and to identify areas that are at risk of flooding. On this basis, the proper spatial policy and prevention of flood effects will be possible. This article presents the probabilistic analysis carried out on the flood risk dynamics for a selected area of the Odra River basin. The authors based their risk dynamic assessment on the results from the distributions of the maximum values for a selected hydrological characteristic – the flow rate. Based on the daily flow data from the years of 1994–2013 collected at a hydrological station on the Odra River in Malczyce, the 30-day flow maxima were set individually for four 5-year periods. Then, a probabilistic model of the maximum flow was developed based on these peaks for each 5-year period. The resulting models were used to estimate flood risks and for analyzing the dynamics for the studied area.

Umożliwiły one wykazanie, że centra handlowe nie stanowią znaczącej konkurencji dla przedsiębiorców działających w subregionie centralnym województwa śląskiego, a przyczyniają się do poprawy jakości i konkurencyjności świadczonych usług.

Zjawisko to prowadzi do przeobrażania struktury fizycznej, społecznej oraz zmian funkcji w sąsiedztwie miasta, ale także przyczynia się do decentralizacji przestrzennej ludności i podmiotów gospodarczych. Przykładem intensywnego procesu urbanizacji w ciągu ostatnich kilku lat mogą być południowe dzielnice Katowic. Celem artykułu jest rozpoznanie warunków dostępności handlu w wybranych dzielnicach południowych Katowic (Podlesie, Kostuchna i Zarzecze), na podstawie przeprowadzonych badań bezpośrednich wśród mieszkańców i inwentaryzacji placówek handlowych. Deficyty ilościowe oraz branżowe w zakresie oferty handlowo-usługowej stanowią niedogodność dla badanych mieszkańców i w przyszłości należałoby je uzupełnić. Należy rozważyć podjęcie działań w celu zaspokojenia lokalnych potrzeb, aby utrzymać atrakcyjność tych obszarów dla potencjalnych przyszłych mieszkańców oraz inwestorów.

The transformation of the economic and social changes in Katowice resulted in a number of functional and spatial changes, including the transfer of the residents of the districts of downtown to the neighborhoods of detached houses in the peripheral districts. The greatest interest in this regard concerns the districts Podlesie, Kostuchna and Zarzecze. The aim of the paper is to identify the conditions for the availability of trade in some southern districts of Katowice (Podlesie, Kostuchna and Zarzecze). Especially important it seems to be the range of commercial services for inhabitants of these areas in terms of assortment.
