This article presents the formal and organizational basis for the implementation of youth policy at the European, national and regional level. The author made an attempt to verify to what extent the existing mechanisms inherent in the model of youth policy in the broad sense, understood as a system of cross-sectoral and multi-stakeholder activities for young people, are treated subjectively, not only as beneficiaries of the initiatives taken by the public authorities. In the first part of the submitted paper, the author focused on the construction of a European system of youth policy, outlining the solutions adopted by various European institutions in recent years. In the second part, the Polish solutions for youth policy were presented. The last part of the given article concerns the formal and institutional arrangements for young people adopted on the regional level in Poland. The present paper is based on an analysis of legislation and strategic documents, desk research and internet sources. In the last part of this work, the author has used the comparative method.

Celem artykułu jest przedstawienie relacji pomiędzy kluczowymi interesariuszami lokalnej polityki oświatowej powstałych na tle likwidacji szkół samorządowych. Autorka weryfikuje hipotezę wskazującą, że z uwagi na opiniotwórczy charakter nauczycieli w środowiskach lokalnych władze gmin – obawiając się utraty poparcia społecznego – decydują się na rozwiązania mniej kontrowersyjne społecznie, ale nieracjonalne pod względem ekonomicznym. Teoria interesariuszy Freemana stała się podstawą analizy. Artykuł powstał na podstawie badań desk research oraz wyników badań empirycznych prowadzonych wybranych gminach w Polsce.

The aim of the paper is to present the relationship between key stakeholders of the local education policy formed as a result of the closure of local schools run by municipalities. The author verifies the hypothesis that due to the opinion-forming nature of teachers in local communities, the municipal authorities – fearing the loss of public support – opt for less socially controversial but economically irrational solutions education policy rationalization. Freeman’s theory of stakeholders became the basis for the analysis. The article was based on desk research and empirical research conducted in selected municipalities in Poland.

The notion of intersectoral partnership is understood in the paper in terms of vol-untary and institutionalized cooperation between stakeholders representing public, private and civic sectors. The idea of this kind of partnership is related to new ap-proaches to regional and local development in the European Union. One of the main fields in which these approaches are implemented is the field of rural areas develop-ment, where partnerships take the form of Local Action Groups (LAGs). The paper discusses selected aspects of the partnerships’ functioning, basing on an analysis of opinions expressed by their individual members in the Sub-Carpathian region.
