Stanisław Patek (1866–1944) was a diplomat, politician and lawyer; in 1921–1926 he was a Polish envoy to Tokyo, Japan, and till 1924 – an envoy to Peking, China. Patek’s analysis of the economic and political situation in the Far East in the 1920s was extremely colourful and accurate. He presented the whole plot of international events that determined the situation in that region, rivalries between great powers and their consequences for the world’s policy-makers. The processes and phenomena in that region were of special importance both for the Second World War with its impact on the international system in the second half of the 20th century, and for the modern day. The invasion of Japanese forces in Manchuria on 18th September 1931 was the first step to the implementation of great Japanese plans of expansion to China; in consequence Tokyo’s policy got closer to the policies of Berlin and Rome which led to the emergence of the Axis alliance. Divided and then united China, competing and fighting with Japan, gathered all the threads of politics of the great powers, such as Soviet Russia and the United States. China was becoming an integral part of world’s policy, although not to such a great degree as at present.
Francja po II wojnie światowej straciła na krótko pozycję decydenta w stosunkach międzynarodowych. Jej dyplomacja dostosowała się jednak szybko do systemu dwubiegunowego. W polityce zagranicznej zaczęto stosować zasadę manewrowania pomiędzy ZSRR, Stanami Zjednoczonymi i Wielką Brytanią oraz współtworzyć struktury przyszłej Unii Europejskiej. To w UE Francja znalazła miejsce do wzmocnienia swojej roli mediatora i arbitra. Obecnie we francuskiej polityce zagranicznej występuje wiele ciągłości wywodzących się jeszcze z okresu XIX wieku i lat 1918–1939, ale i pewne modyfikacje związane z wypracowywaniem przez to państwo nowych kierunków w polityce zagranicznej, dopasowywaniem taktyki do głównych celów mających zapewnić Francji bezpieczeństwo, silną pozycję w UE i na świecie.

After the Second World War France lost temporarily her position as a decision-maker in international relations. Soon enough, though, her diplomacy adapted to a bipolar system. Her foreign policy was to manoeuvre between the USSR, the United States and Great Britain, and to jointly create the structures of future European Union. It was in the EU that France has found the place to strengthen her role of mediator and arbiter. Nowadays, the foreign policy of France has numerous continuities originating from the 19th century and the years of 1918 – 1939, but also some modifications related to new directions in French foreign policy and to the adaptation of its tactics to main purposes in order to secure France’s security, her strong position in the EU and in the world.
Roman Dmowski and his camp, including Erazm Piltz, used the evolution of French foreign policy and the existence of the Polish National Committee in Paris to pressure the French government to include Polish independence in the Allies’ war aims. France’s increased interest in Polish affairs in late 1917 resulted partly from the loss of its Russian ally and partly from a strong desire to weaken Germany as much as possible. France then began to modify its policy in Eastern Europe and included in its future plans the possibility of including the new Central European states in its alliance system. Finally, in 1921, France and Poland concluded a two-part alliance: a political agreement and a secret military convention. For France, in the political and military spheres, Poland was nothing more than a “rear ally”, an ally against Germany, as well as an ally that raised many objections in the Quai d’Orsay. It also played a very important role for French investors. For Poland, on the other hand, the alliance with France as a victorious power was a very important factor in its foreign policy, because Poland absolutely needed a partner among the European powers.

Roman Dmowski i jego obóz, w tym Erazm Piltz, wykorzystywali ewolucję francuskiej polityki zagranicznej i istnienie w Paryżu Komitetu Narodowego Polskiego w celu wywierania presji na rząd francuski, aby włączył on sprawę niepodległości Polski do celów wojennych aliantów. Wzrost zainteresowania Francji sprawami polskimi pod koniec 1917 roku po części wynikał z utraty rosyjskiego sojusznika, a po części z dążenia do maksymalnego osłabienia Niemiec. Francja zaczęła wówczas modyfikować swoją politykę w Europie Wschodniej i w swoich planach na przyszłość uwzględniała możliwość włączenia nowych państw Europy Środkowej do swojego systemu sojuszniczego. Ostatecznie w 1921 roku Francja i Polska zawarły dwuczęściowy sojusz: umowę polityczną i tajną konwencję wojskową. Dla Francji, w sferze politycznej i militarnej, Polska była jedynie allié de revers, sojusznikiem przeciwko Niemcom, przy tym sojusznikiem budzącym wiele zastrzeżeń w Quai d’Orsay. Sojusz odegrał także bardzo ważną rolę z perspektywy francuskich inwestorów. Dla Polski natomiast sojusz z Francją jako mocarstwem zwycięskim był kluczowym czynnikiem w jej polityce zagranicznej, ponieważ Polska bezwzględnie potrzebowała partnera wśród mocarstw europejskich.

Roman Dmowski et son camp, dont Erazm Piltz, ont utilisé l’évolution de la politique étrangère française et présence du Comité national polonais à Paris pour faire pression sur le gouvernement français afin qu’il inclue l’indépendance de la Pologne dans les objectifs de guerre des Alliés. L’intérêt accru de la France pour les affaires polonaises à la fin de 1917 résulte d’une part de la perte de son allié russe et d’autre part d’un fort désir d’affaiblir l’Allemagne autant que possible. La France s’est alors mise à modifier sa politique dans l’Est européen prévoyant dans ses plans futurs la possibilité de compter les nouveaux États d’Europe centrale dans son système d’alliance. Finalement, en 1921, la France et la Pologne conclurent une alliance en deux volets : un accord politique et une convention militaire secrète. Pour la France, la Pologne n’est dans les domaines politique et militaire qu’un «allié de revers», un allié contre l’Allemagne, mais aussi un allié qui soulève de nombreuses objections au Quai d’Orsay. Elle joue également un rôle très important pour les investisseurs français. Pour la Pologne, en revanche, l’alliance avec la France en tant que puissance victorieuse était facteur essentiel dans sa politique étrangère, le pays ayant absolument besoin d’un partenaire parmi les puissances européennes.
Artykuł dotyczy okresu po przyjeździe Piłsudskiego do Warszawy w listopadzie 1918 r. Francja była dla Piłsudskiego ważnym mocarstwem polityczno-militarnym. Znaczenie Francji w jego kalkulacjach wzrosło po zakończeniu I wojny, kiedy znalazła się w gronie decydentów przyszłego ładu światowego. Piłsudskiemu i jemu obozowi udało się porozumieć z Komitetem Narodowym w Paryżu i wspólnie występować wobec władz francuskich. Piłsudski wprawdzie zrealizował swój cel pozyskania Francji po I wojnie, ale stosunki z tym mocarstwem w dużym stopniu wiązały się z problemem rosyjskim i konfliktem polsko-bolszewickim. The article deals with the period after Piłsudski’s arrival to Warsaw in November 1918 and covers the whole year 1919, i.e. the duration of the Peace Conference in Paris. For Piłsudski, France was an important political and military European power. The importance of France in his political calculations increased after the end of World War I, when France was included in the group of decision makers on the future world order. Piłsudski and his camp managed to reach an agreement with the National Committee in Paris and jointly act against the French authorities. Although Piłsudski had reached his goal of winning France after World War I, the relations with this power were difficult from the beginning, strained by the Russian problem and the Polish-Bolshevik conflict.
W artykule podjęto próbę odtworzenia planów politycznych Romana Dmowskiego z lat 1916–1917 i skonfrontowania ich z planami wojenno-politycznymi Ententy, a szczególnie kierunkami polityki zagranicznej Francji i Wielkiej Brytanii. Wyeksponowano przede wszystkim dwie analizy polityczne Dmowskiego. Pierwsza z początku 1917 r., kiedy obawiał się on, iż może dojść do zakończenia wojny i zmniejszenia szans na odzyskanie przez Polskę niepodległości. Druga związana jest z jego instrukcją wysłaną przez Agencję Lozańską do Koła Międzypartyjnego w Warszawie w dniu 15 maja 1917 r.The present article attempts to retrace Roman Dmowski’s political plans from the years 1916–1917, and to confront them with the military and political plans of the Entente, especially the foreign policies of France and Great Britain. Particular focus was given to two of Dmowski’s political analyses. The first one from early 1917, when he feared that the war might end too soon, thus reducing Poland’s chances of regaining independence; the second one related to his instructions sent by the Polish Central Agency in Lausanne to the Inter-Party Political Circle in Warsaw on 15 May 1917.
The article is based on the archival material preserved in the National Archives in Krakow, in the fonds of the Supreme National Committee. The documents include many thorough analyses of the Polish Kingdom, its economic potential, the mood of the society, the position and condition of political parties and groups operating in its territories. This was made for one purpose: to win the people of the Polish Kingdom and drag them into the sphere of influence of the Krakow centre. The material reveals the activities and problems of Krakow centre on its way to win the Kingdom’s political parties and organisations, and, above all, to win the sympathy of people for the idea of the Legions and Austro-Polish option.

Przyświecał temu główny cel – pozyskanie Królestwa Polskiego i wciągnięcie go w orbitę działań krakowskiego ośrodka. Dokumentacja ta pokazuje działania i problemy krakowskiego ośrodka na drodze do pozyskania partii i organizacji politycznych Królestwa, a przede wszystkim przekonania społeczeństwa do idei Legionów i opcji austro-polskiej.
Was the Year 1916 Essential for the Polish Question in French Politics?The article presents the political reflections of Polish pro–independence activists in France, in particular Roman Dmowski, Erazm Piltz, and Józef Lipkowski, as well as the place of Polish issues in French politics. The author also focused on the French–Russian alliance and its significance for the Polish question. All these problems are depicted within the context of political– military changes along the Eastern front after 1915 and the prevailing international situation. Generally speaking, the article deals with the beginnings of the internationalisation of the Polish question due both to the activity of the Poles in France and the overall situation. The author indicated that in 1916 Polish activity in France was becoming for the French decision–makers a burden, which they tried unsuccessfully to exploit in the diplomatic game played with Russia. The Russians forbade the French to discuss the Polish question and successfully ignored the topic. Despite the military defeats suffered by Russia it was precisely the tsarist Empire that continued to constitute one of the prime points of reference of the French anti–German policy. In order to keep Russia within the coalition of allies and to attain a maximum attenuation of Germany, France was even ready to undertake steps detrimental to the Polish question, since they denoted a westward expansion of Russian rule.

In the present article I focus primarily on Józef Piłsudski’s attitude towards France and his vision of the Polish-French alliance. I discuss this subject in the context of the Polish foreign policy. I also highlight the attitudes of the French side towards the Polish marshal. I address the functioning of the Polish-French alliance itself to a lesser extent, although I do touch upon these issues too.
W artykule zostaną omówione polskie zabiegi dyplomatyczne w państwach ententy, a szczególnie we Francji, na rzecz włączenia sprawy niepodległości Polski do celów wojennych sprzymierzonych. Polskie działania zostaną skonfrontowane z polityką wschodnią Francji w 1917 r., a szczególnie z traceniem przez nią rosyjskiego alianta i znaczeniem tego faktu dla spraw polskich. Zapoczątkowało to drogę do zawartego w 1921 r. polsko-francuskiego sojuszu polityczno-wojskowego.The article presents Polish diplomatic efforts in the Entente states, in particular France, to include Polish independence to the war aims of the Allies. Polish actions are confronted with the eastern policy of France in 1917, especially in the face of France losing its Russian ally and all significances of the fact for the Polish cause. This paved way for the Polish-French political and military alliance signed in 1921.
Po I wojnie światowej Polska, dążąc do ukształtowania swoich granic wschodnich, walczyła z Rosją. Francja z uwagi na tradycje sojusznicze z niepokojem obserwowała sytuację w Rosji po 1917 r. Ponieważ Francja była antybolszewicko nastawiona, istniała wprawdzie szansa na wsparcie polskich dążeń na wschodzie, ale cele francuskiej i polskiej polityki zagranicznej zbyt różniły się w sprawach rosyjskich. Francja zwalczała Rosję Sowiecką i wspierała „białych” generałów. U podstaw takiej polityki występowało dążenie do reaktywowania ważnego dla Francji aliansu na wschodzie.After World War I Poland was fighting against Russia, trying to determine its eastern borders, and France, with growing concern because of its traditional alliances, was observing the situation in Russia after 1917. There was a chance, because of anti‑Bolshevik attitude of France, that it would support Polish aspirations in the east, but there were too great differences between Polish and French aims in their Russian affairs. In the following years France was against the Soviet Russia and supported „White” generals. This was driven by France’s attempts to reactivate the most important eastern alliance.
The article is a critical analysis of the four-volume Russian edition of Soviet diplomatic documents for relations with Poland between 1918 and 1945, published in Moscow in 2017. The material comes almost entirely from the collection of the Foreign Policy Archive of the Russian Federation in Moscow. The Russian edition of documents brings many archival documents published in print for the first time. However, they were selected in a very biased way – especially with regard to 1939.

Materiał pochodzi niemal w całości ze zbiorów Archiwum Polityki Zagranicznej Federacji Rosyjskiej w Moskwie. Rosyjski zbiór dokumentów przynosi dużo nowych akt archiwalnych, ogłoszonych drukiem po raz pierwszy, Tendencyjny ich dobór jest jednak bardzo wyraźny, zwłaszcza w przypadku 1939 r.
