Celem artykułu jest analiza rynku obligacji komunalnych w Polsce oraz ocena atrakcyjności emisji tych instrumentów dla jednostki samorządu terytorialnego. Szczególny nacisk położono na prezentację kryteriów podziału obligacji oraz procesu emisji, zarówno publicznej jak i prywatnej, z uwzględnieniem problematyki ratingu kredytowego. Analiza ta przeprowadzona jest w związku z dyskusją nad atrakcyjnością rynku Catalyst i jego znaczeniem dla rozwoju rynku samorządowych papierów dłużnych w Polsce. Podstawowe metody badawcze wykorzystane w pracy to studia literatury problemu oraz analiza danych statystycznych. Podstawowymi źródłami danych statystycznych są publikacje Ministerstwa Finansów, Giełdy Papierów Wartościowych, Fitch Rating Polska SA.

The aim of this paper is to analyse the municipal bond market in Poland and to assess the attractiveness of the issue of these instruments for local government units. Particular emphasis is placed on the presentation of the criteria for allocating bonds and the issue of both public and private issues with regard to credit rating. This analysis is carried out in the context of discussions on the Catalyst market attractiveness and its importance for the development of government debt securities market in Poland. The paper is based on the international literature as well as the statistical data. Main sources of necessary data weretaken from publications delivered by the Ministry of Finance, Warsaw Stock Exchange and Fitch Rating Polska S.A.

The paper discusses the usage of the euro as a parallel currency in Poland. The aim is to assess the importance of the euro as an international currency for Polish residents, with particular emphasis on reserve and investment currency. The main stress is put on the assessment of the use of euro-denominated bank deposits and loans. The paper is based on the international literature and statistical data. Main sources of necessary data were taken from publications delivered by European Central Banka and National Bank of Poland.

W artykule przeprowadzono porównanie funkcjonowania giełd papierów wartościowych na ziemiach polskich, zarówno w kontekście organizacyjnym, jak i prawnym, ze szczególnym uwzględnieniem organizacji giełd po odzyskaniu niepodległości oraz w okresie transformacji gospodarczej lat 90. XX w. i różnicy w dynamice ich rozwoju. Pomimo przerwy w działalności giełdowej, jaka nastąpiła w okresie PRL, handel papierami wartościowymi po 1989 r. wznowiono, wykorzystując wzorce pochodzące z bardziej doświadczonych rynków giełdowych oraz w oparciu o polskie tradycje giełdowe. Odbudowany rynek giełdowy w Polsce charakteryzuje się większym znaczeniem i bardziej pozytywną dynamiką zmian niż ten z okresu dwudziestolecia międzywojennego. Podstawowe metody badawcze wykorzystane w artykule to studia literatury światowej i aktów prawnych oraz analiza danych statystycznych pochodzących z GPW w Warszawie oraz GUS RP.
