Gregorian chant, formed in the 8th century, soon became inadequate for the needs of the liturgy of that time. When Gregorian chant was introduced into the Kingdom of the Franks, the local clergymen, accustomed to more sophisticated chants, considered it little useful. However, due to the administrative decisions which had been taken, the Roman ritual could not be abandoned. Roman chants, being too general, made the churchmen unwilling to adapt the new rites. Therefore, they were the first to add to the adopted chants the embellishments called tropes. They were very popular from the very beginning. They were used in the liturgy until the Council of Trent which ordered to remove them completely from the liturgy. Some of these additions were preserved in numerous manuscripts, for example, in the Pauline gradual from the end of the 16th century. The aim of this article is to extract these tropes, analyse their text and music and indicate their possible origins. It has been proved that they derive from the distribution of Gregorian melismas (Kyrie), from copying (Gloria) or from paraphrasing the melody of the main text (Sanctus). They neither introduce new musical elements nor depart from the style of Gregorian chants. They are adjusted to the context in which they appear. They were adopted from other earlier liturgical music codexes.

As a liturgical and music book, the pontifical reflects the temporal transformations and so allows us to become acquainted with the register of episcopal functions connected with celebrating the sacraments and sacramentals. The object of the study is a detailed list of strictly musical content of the 12thcentury Pontificale Plocense (Płock Pontifical). The musical layer of this code was revealed through the gleaning of texts accompanied with a melody (over 200 text pieces with added melodies). Sometimes these are single words, incipits, psalm differentiation, and sometimes the musical notation covers the entire liturgical content of the work. Dominated by the cheironomic record of the melody, the manuscript seems to confirm its foreign origin. This notation is especially consistent in the case of the Preface melody. Therefore, it could be argued that the cheironomic record of Pontificale Plocense was imported from a foreign centre.

In light of the information gleaned from musical analysis concerning the version of the Exsultet chant in the Missale Paulinorum, it should be stated that this is not a faithful copy of either the Norman melody widespread in Europe or of the Gniezno melody. Its melody is full of modifications of various types in relation to the selected comparative sources, for the most part reflecting favourably on the originality of the Pauline source. One can observe in it, for example, certain features shared with the Roman version or different to it, differing from the Gniezno version but close to the Roman, or else displaying a surprising similarity with the Gniezno version but differing from the Roman, a salient example being the initial leap of a fourth. It cannot be excluded that the Pauline and Gniezno versions made use of a common melodic model (from Cracow, for example), whilst the authors of each imparted to their notation an individual colouring. This kind of variability to the melody attests on one hand the considerable migration of this chant and on the other the growing differences between melodic versions towards the end of the Middle Ages. This may be regarded also as a kind of aspiration to breaking up the universality of this chant, or even a desire to throw off the dictates of the old conventions or to lend it a local colouring. The Pauline variant of the Easter Proclamation analysed here, displaying considerable artistry, is a case in point.

The article presents the content of the Carmelite gradual from Obory. Having compared the repertoire of the Carmelite book with the Roman gradual, it can be stated that the Carmelite mass liturgy comprises a bit different compositions. Only eight of the formularies proprium de tempore contain complete or almost complete sets of songs. Undoubtedly, choosing songs for the formularies of the liturgical days in such a selective way indicates that the codex served mainly a particular performer and that this gradual contains only some songs chosen from a different (complete) codex for a cantor. Out of 278 songs in the codex of Obory (including psalms and verses) 235 are the same as in the Roman gradual. Some of the song sets follow the tradition, while other sets do not. This kind of lability in dealing with the liturgical repertoire in relation to the Roman tradition implies that the book was created exclusively for the local monastery.

Artykuł przedstawia zawartość rękopiśmiennego graduału karmelitańskiego z Obór. W wyniku analizy porównawczej repertuaru księgi karmelitańskiej z graduałem rzymskim stwierdzono, że karmelitańska liturgia mszalna wykazuje pewne odrębności w doborze poszczególnych kompozycji w stosunku do wzorca rzymskiego.
The Rev. E. Gruberski is one of the best known and highly valued reformers of Church music in the diocese of Płock in the period of the Cecilian renewal. The times in which he lived and worked required a fundamental reform of the liturgy and Church music. Numerous abuses in this area distorted liturgical ceremonies and lead to their secularization. The present study looks at various activities of the man, who after receiving an excellent education and gaining experience in Ratyzbona, immediately undertook various activities which aimed at the rebirth of sacred music in the spirit of the Cecilian movement. He proposed many practical solutions which he believed were essential for the recovery of the liturgical music in and outside the diocese of Płock. He called for, among others, professional training of organists, founding organists’ schools and cathedral choirs, maintaining the Gregorian chant and popularizing good sacred music. He managed to implement many of these recommendations, apart from temporal resistance and failures. Undoubtedly, he can be regarded as one of the classic representatives of the Cecilian movement in Poland.

Ksiądz Eugeniusz Gruberski jest jednym z najbardziej znanych i cenionych reformatorów z okresu cecyliańskiego ruchu odnowy muzyki kościelnej w diecezji płockiej. Wzywał między innymi do kształcenia zawodowego organistów, założył szkołę organistowską i chór katedralny, popularyzował chorał gregoriański i dobre wykonawstwo muzyki sakralnej.
The article relates to the dynamics of change of the grey market of gambling in Poland. The meaning of legal regulations concerning organisation of gambling and gaming tax within the mechanism to prevent shadow economy of gambling constitute the basic research issue. Its purpose is to identify legal solutions that effectively protect public finance. A broad definition of the phenomenon of the grey market of gambling comprising distortion of the market competitiveness mechanism for the business makes allowance for its consequence in the form of tax gap, which is a real loss for the public finance. Multidimensional, complex nature of gambling justifies diversification of test methodology and application of a dogmatic-legal method. The selected model of scientific cognition is based on an intuitive-synthetic assumption that the gambling matter is not completely recognisable due to the dynamics of the occurring processes. The available statistical works that give rise to the conclusions related to the effectives of the adopted legal solutions have empirical value. The efficiency of legal solutions enhancing the attractiveness of legal gambling activities, which guarantee cash flow transparency and ensure safety of gamers has been confirmed. Creating optimal conditions for conducting legal gambling activity is of basic importance when it comes to combating shadow economy of gambling. Decreasing tax rates along with tax bases has a stimulating impact on the increase of the number of entities operating in a legal manner on the gambling market. Prohibitive solutions related to determination of the access to legal gambling services inadequate in relation to the demand fail to comprise efficient counteraction measures for the grey market of gambling. The absence of unambiguous criteria for estimation of the size of the grey market of gambling limits the cognitive possibilities. The available data allow for an optimistic conclusion that the grey market of gambling in Poland is gradually decreased. However, the forecasts exclude the anticipated elimination of the entire phenomenon, making allowance for cross-border nature of games on the Internet, technological progress used by the unfair businesses and difficulties of legislative process in the scope of gambling. The author of the paper hopes that the presented considerations may comprise material helpful in the course of further scientific research.
Gregorian chant has always been presented in the Church documents as a model of liturgical singing. The centuries old tradition made it the most suitable and fundamental chant of the Roman Catholic Church. Gregorian chant owes its primacy to its sacredness, relgiousness and perfection of form. Whenever it appears in the liturgy it arouses the most noble feelings. When we sing Gregorian chant in the liturgy, we can feel the peculiar and unique depth of these melodies and their direct and intentional relation with particular liturgical ceremonies. We can sense the sacredness of the chant even if we do not grasp the meaning of its lyrics and it proves the exceptional spiritual power of the chant. The structure of the chant tunes does not so much aim at evoking particular affections as it serves the prayer, expressing the inner relation of man with God. Thanks to the moderation and simplicity of the tone, Gregorian chant facilitates a genuine prayer concentration while turning our thoughts to God. The spiritual power of this music became the reason for creating innumerable religious and liturgical compositions. Gregorian spirit is still present in many religious melodies composed nowadays. It is the confirmation of the fact that this chant “has not died” yet but it is still alive and serves as a point of reference while determining whether newly created songs are appropriate for the liturgy or not. This chant not only personifies the sacrum but it is also a kind of musical icon, an exceptional point of reference, and the source of inspiration for all those who compose music connected with the Christian worship. That is why, twelve centuries after its creation, the Church still regards Gregorian chant as the unrivalled prototype of any liturgical music and up to now it has been a source of inspiration for great composers. However, to discover the real depth of these tunes, it is indispensable to listen carefully and look for the beauty which once was captured by their brilliant composers.
The aim of this article is to introduce the concept of offshore financial centres (so - called „tax havens”). The first section briefly reviews definitions and characteristics of a tax haven. Next, the categorisation of offshore financial centres is presented. The last section examines financial and economic competitiveness of offshore financial centres. In the context of the EU’s fiscal harmonisation special attention is given to overseas territories of EU member states that can be classified as offshore financial centres.

Trzecia Republika Polska powróciła do systemu opartego na separacji władz, zwłaszcza w okresie, kiedy odzyskała ona pełną suwerenność i szybko powróciła do budowania swego ustroju politycznego w oparciu o tę zasadę.

In the 18th century, the doctrine of separation of powers was established as a remedy for tyranny. The reception of the principle of separation and balance of powers in Poland was very fast, relative to its formulation. This happened together with the establishment of the Third of May Constitution. The Second Republic of Poland had two constitutions, apart from provisional acts of constitutional rank. The first, March Constitution directly referred to the principle of separation of powers. The other, April Constitution was a contradiction of the former. The political system of the PRL was without any doubt a totalitarian one. The Third Republic of Poland returned to a system based on the separation of powers, especially in the period when it regained full sovereignty and it quickly returned to building its political system based on this very principle.
In this publication there was discussed the issue of accepting the legal entity by the eccle- sial organizational unions in Poland on the example of ecclesial broadcasting ( radio and television). Only two churches that is the Catholic Church and the Orthodox Church have their own broadcasting stations. According to the regulations there are four procedures of gaining the legal status by the ecclesial organizational unions. These are: the regulation procedure, the administrative procedure by way of notification the appropriate body of public authority; the administrative procedure by way of the decree of the proper ministry of religious matters and the procedure of judicial registration (this procedure is valid only to the Catholic Church). The result of gaining the legal status is that one ecclesial legal entity is not responsible for the commitments of the other ecclesial legal entity. The Catholic Church has got one nationwide radio station, 42 local radio stations, that are diocesan, parish and monastic radio stations and one television station. The Orthodox Church has got one radio station. The legal entity in the administrative procedure by the decree of the Minister of Interior and Administration have gained two Catholic radio stations and one Orthodox radio station. The legal entity in the procedure of judicial registration have also gained two radio stations and one television station. The rest stations have not made any effort to gain the legal entity.
In the 18th century, the doctrine of separation of powers was established as a remedy for tyranny . It is Montesquieu who is commonly regarded as the founder of the classic doctrine of separation and balance of powers. Later, attempts to create more of less original models were also made. It should be noticed that the reception of the principle of separation and balance of powers in Poland was very fast, relative to its formulation. This happened together with the establishment of the Third of May Constitution. Unfortunately, that Constitution was quickly abolished and Poland disappeared from the map of Europe for 123 years. The revived state – the Second Republic of Poland – had two constitutions let alone provisional acts of constitutional rank. The first, March Constitution directly referred to the principle of separation of powers. The other, April Constitution was a contradiction of the former. The political system of the Second Republic of Poland in the years 1935-1939 was called authoritarian. The April Constitution directly speaks of a uniform authority of the state. PRL principally had one constitution (1952) – but we have to remember about its amendments of 1976. The political system of PRL was without any doubt a totalitarian one. The Third Republic of Poland returned to the system based on the separation of powers even before its own constitution was passed (1997). Hence, despite attempts to tear the Polish State off the principle of separation of powers, its perception in the society and attachment to it were so strong and permanent that Poland, especially in the periods when it regained full sovereignty, quickly returned to building its political system basing on this very principle. The constitution of 1997 states explicitly that the Polish state system is based on the division and balance of powers: legislative (exercised by the Sejm and Senate), executive (exercised by the President and the Council of Ministers) and judiciary (exercised by the courts and tribunals) (Article 10 Section 1 and 2.) The Constitutional Tribunal, in its ruling of 1994, stated that the separation of powers cannot be regarded as a separation in the case of the relationship between the legislative and executive powers. This is different for the relationship between the judiciary and other authorities (legislative and executive). Here the separation is obligatory . The concept of the essence of individual powers assumes that there exists a sort of competence core of legislative, executive and judiciary powers. The core cannot be entered by the other powers, because it would mean violating the principle of separation of powers. It is true that acts may transfer specific powers between the powers, but the intrusion into the field belonging to another power cannot be too deep, because such a legal normalization would violate the constitutional principle of the separation of powers. The principle of separation and balance of powers involves a system of checks and balances or a system of mutual restraint and balancing of powers. L. Garlicki writes that there are two basic models of the relationship between the legislative and the executive: the parliamentary one (parliamentary-cabinet) and the presidential one. The Constitution of Poland of 1997 preserved the parliamentary system of government in Poland. Art 10 Section 1 of the Constitution of Poland of 1997 provides for the mutual balance of relations between the legislative and executive powers, subsequent provisions of the constitution give a far stronger position to the parliament, and within it - to the Sejm. This corresponds to the Polish tradition. L. Garlicki talks of the specificity of the current Polish model.
The Archive of the Bonifratres’ Monastery in Cracow holds a handwritten processional from 1811. The present author has conducted source criticism and compared its contents to Andrzej Piotrkowczyk’s Processionale from 1621-which furnished a basis for the performance of processional chants in Poland for around 200 years-and selected nineteenth-century cancionals. The Cracow item, probably one of the last books of this type in this period, is proof of the high musical culture that was cultivated in the milieu for which it was destined, and a testimony of the cherished, living tradition of organizing processions. In this respect, it confirms the clear advantage of Polish books over Roman ones, with an increasing participation of the people chanting in Polish. The reprint of a greater part of the processional in subsequently published cancionals confirms, as a matter of evidence, the value and utility of this book.

The article presents a hitherto unknown in scholarly literature, troped version of the oldest and most popular Marian antiphon, Salve Regina, recorded in the only Olivetan manuscript psalter identified in Poland so far. The texts added to the original form of this antiphon, which in its content is an invocation of Mary’s intercession to obtain salvation for people from God, call Her the Mother of the Church, the Gracious Virgin, the Mother of God and the Star of the Sea. These titles, constituting litany invocations to the Blessed Virgin Mary, comment on Her qualities: graciousness, mercy, and sweetness. Such an extension of the original antiphon, with a new theological content, implies that this prayer was particularly popular among the faithful turning to Mary, in order that She might hear their requests and open them the way to Heaven.

Artykuł przedstawia nieznaną dotąd w piśmiennictwie naukowym tropowaną wersję najstarszej i najbardziej popularnej antyfony maryjnej, jaką jest Salve Regina, zanotowaną w jedynym dotychczas zidentyfikowanym w Polsce rękopiśmiennym psałterzu oliwetańskim. Teksty dodane do oryginalnej postaci tej antyfony, która w swej treści jest przyzywaniem orędownictwa Maryi, by wyjednała u Boga ludziom zbawienie, nazywają Ją Matką Kościoła, Panną łaskawą, Matką Boga i Gwiazdą morza. Tytuły te, stanowiąc litanijne zawołania do Najświętszej Maryi Panny, komentują Jej przymioty: łaskawość, litościwość i słodycz.
