This paper deals with a critical analysis of composite indexes that are, at times, used as a means to assess economic systems, and as a tool helpful in crafting policies of economic development. The main point of criticism is oriented on the European Innovation Scoreboard, because it is the main standard to evaluate levels of innovativeness in the European Union. The need to emphasize aspects of technical effectiveness of innovation systems and quantification of National Innovation Systems has been emphasized. In such a manner constraints, drawbacks, and practical limitations of currently used descriptive approaches has been underlined.

The paper presents conclusions from analysis of the scope of application, and barriers of implementation, of Information-Telecommunication Technologies (ICT) in Polish enterprises, Small and Medium ones in particular. It is shown that the scope of use of ICT in SME is definitely lower than in many other countries, and is motivated by costs. Therefore ICT does not contribute to the achievement of strategic objectives of enterprises. The main barriers to implementation include internal ones (such as inadequate know-how and funds), as well as external ones. External problems originate from ineffective governmental policies. Results of such policies barely support innovations, and thus these do not contribute to the enhancement of competitiveness of SME. .
