Act on Family Support and the System of Foster Care oblige municipalities to create support programmes for families with children. One form of such support, apart from family assistance, counselling, and support families, are day care facilities. These long-established facilities, however, have not been used to their full potential. The article presents up-to-date statistics and research findings which demonstrate their importance in helping children and families.

W tekście przedstawione zostały problemy, jakie pojawiły się w ostatnich latach w zmieniającym się systemie pieczy zastępczej. Odnosząc się do najważniejszych zasad pieczy zastępczej wskazano dylematy, jakie pojawiają się w ich praktycznej realizacji (podwójna instytucjonalizacja, rotacja dzieci w systemie…) oraz potrzeby, jakie uwidoczniły się przy wprowadzaniu nowych form – zawodowych rodzin zastępczych i małych placówek opiekuńczo-wychowawczych.

Ustawa o wsparciu rodziny i systemie pieczy zastępczej nałożyła na gminy obowiązek stworzenia programów wspierania rodzin z dziećmi. Jedną z form wsparcia, obok asysty rodzinnej, poradnictwa i rodzin wspierających, są placówki wsparcia dziennego. Instytucje te, o długiej tradycji, nie są jednak w pełni wykorzystywane. W artykule przedstawione są aktualne statystyki oraz wyniki badań wskazujące na ich znaczenie w pomocy dzieciom i rodzinom.

The article shows problems that have appeared in recent years in the changing system of foster care. Referring to the key principles of foster care, the dilemmas, that arise during their practical implementation (double institutionalization, rotation of children in the system ...) and the needs, that become visible when introducing new forms – professional foster families and small care and educational institutions, were shown.
