Poland after 1989 year is still a great laboratory for social and political reforms. Building democracy in the beginning of XXI century is very exciting process, especially for the social scientists. Author would like to present humanistic and social oriented, politological concept of local government. This sketch of new theory is referring to very old natural doctrine of law, could it be actual in today reality? Local government in new democracies can not pass over the public activity of people – citizens. Positive oriented law preferring structures and institutions of local authorities before the people. The question is: how to transform the theory and organize the practice this part of democratic authorities which are located most closest to citizens – local government.
