Artykuł dotyczy prawnych aspektów opieki świadczonej obywatelowi podczas pobytu za granicą w wymiarze konstytucyjnym i unijnym. Zarówno przepisy polskiej Konstytu-cji, jak przepisy Traktatu o funkcjonowaniu Unii Europejskiej, gwarantują obywatelowi opiekę w czasie pobytu poza granicami. Celem publikacji jest analiza zakresu podmio-towego świadczonej pomocy, a także próba odpowiedzi na pytanie, w jakich sytuacjach i przez jakie podmioty pomoc ma lub może być świadczona. W tekście dokonano porów-nania regulacji polskiego prawa wewnętrznego oraz przepisów unijnych. Celem prowa-dzonych rozważań było wskazanie na podobieństwa i różnice w zakresie pomocy ofero-wanej w ramach opieki konstytucyjnej i unijnej. Należy bronić tezy o konieczności ciągłej ewolucji funkcji konsularnych, z uwagi na zmieniające się dynamicznie realia otaczają-cej nas rzeczywistości, jak zintensyfikowane ruchy migracyjne obywateli.

The article concerns the legal aspects of care provided to a citizen during a stay abroad in the constitutional and EU dimension. Both the provisions of the Polish Constitution and the provisions of the Treaty on the Functioning of the European Union guarantee citizens protection during their stay abroad. The aim of the publication is to analyze who the assistance is addressed to, in what situations and by what entities the assistance is or can be provided. The article compares the internal law and EU regulations. The aim of the considerations was to indicate the similarities and differences in the scope of assis-tance offered under the constitutional and EU care. The thesis that consular functions need to be constantly evolved should be defended due to the dynamically changing of the reality, like intensified migratory movements of citizens.

Social consultations constitute a form of the two-way communication between the consultant and the consulted. In accordance with the regulations concerning commune, county and voivodship goverments the entity eligible to participate in social consultations are the inhabitants of any given territorial government unit. The authors discuss the legal basics, the scope of the entity and subject, and the rules for conducting social consultations.

Konsultacje społeczne stanowią formę dwustronnej komunikacji między konsultującym a konsultowanym. Zgodnie z przepisami ustaw o samorządzie gminy, powiatu i województwa podmiotem uprawnionym do udziału w konsultacjach społecznych są mieszkańcy danej jednostki samorządu terytorialnego. Autorzy tekstu omawiają podstawy prawne, zakres podmiotowy i przedmiotowy oraz zasady przeprowadzania konsultacji społecznych.

Prewencja zdrowotna, redukcja stresu na stanowisku pracy oraz niedopuszczanie do pracoholizmu należą do działań mających na celu podniesienie konkurencyjności przedsiębiorstwa. Szeroko rozumiana paleta działań prozdrowotnych stała się elementem międzynarodowego współzawodnictwa, które ma dopomóc w osiągnięciu przewagi jednych gospodarek nad innymi. Zdrowi i zmotywowani pracownicy spostrzegani są jako najważniejsze aktywa firm oraz fundament gospodarczego sukcesu. Artykuł rozważa zależności pomiędzy pracoholizmen i stresem vs zdrowiem. Ukazuje korzyści związane z zakładową prewencją zdrowotną, zarówno ze strony pracodawców, jak i personelu. Opracowanie wpisuje się w aktualnie prowadzoną dyskusję, propagując zakładową promocję zdrowia, nie tylko jako przejaw humanizmu czy realizację socjalnych oczekiwań, ale także myślenia w kategoriach ekonomicznej kalkulacji zysków i strat.

Health prevention, workplace stress reduction and workaholism exclusion are listed as activities which are aimed at raising the company competitiveness. Widely understood range of health promoting activities has become the element of international competition which is to help in gaining the competitive advantage by one economy over another. Healthy and motivated employees are seen as companies most important assets and a foundation of economic success. The article considers the relation between workaholism, and stress versus health. It presents benefits resulting from company health prevention from the employer’s as well as from the personnel’s point of view. Through the study, its author enters the current discussion and advertises company health promotion not only as a sign of humanism or as a fulfilment of social expectations, but also as a way thinking in terms of economic profit and loss calculation.
