The article presents the comparative analysis of the basic principles of programmed teaching, and constructivism for their subsequent use in creating open learning didactics in view of the collaborative approach and collaboration-oriented activities. What is investigated is the fact that the same idea forms the basis of the two paradigms (constructivism and personal learning): the humanistic character of education, taking individual characteristics into account, the activitybased approach, and the collaborative activity of a student. The assumptions about increasing the efficiency of the educational process, based on the ideas of integrative unity of these concepts, are justified. Further development of the personally-oriented approach in terms of such interconnected approaches as e-learning, connectionism, and combined learning is discovered. Simultaneously, programmed teaching – also experiencing its renaissance – can be used effectively and purposefully in educational collaboration in connection with other paradigms.

The article discloses the possibility of training e-learning specialists to manage the IT infrastructure of educational institutions. The contents and results of lifelong learning competencies formation and professional competencies, skills, and soft skills in the course of “Managing the IT infrastructure of an educational institutions” are studied. Content training for specialists in e-learning is defined by such topics as “ICT policy and IT infrastructure of educational institutions,” “Program and technical solutions for building IT infrastructure of educational institutions,” “Using cloud technologies for IT infrastructure of educational institutions,” and presented as an e-course that includes educational materials and competence tasks that form a competence for lifelong learning (communication in mother tongue, communication in foreign languages, knowledge of mathematics and general knowledge in the field of science and technology, skills in digital media, training for gaining knowledge, social and civic skills, proactive position and practical approach, awareness and self-expression in culture) and professional competence (in educational, technical, managerial, and project activities). The feasibility of using competency tasks to prepare specialists in e-learning is confirmed by educational achievements of 94 full-time and part-time students. What is analysed are the students’ acquired soft skills (flexibility, teamwork, leadership, outgoingness, social skills, creativity).

The article describes some preliminary results of the implementation of Work-Package 4 (WP4) “Selection and testing new IT tools” in the framework of the international research network (IRNet) and researchers from partner institutions from Poland, Slovakia, Ukraine, and Australia. These results concern analysis and study of some categories of IT tools for making multimedia presentation. All the package period has been divided into 5 main stages. The role of multimedia in teaching is considerable as it offers various formats of presenting information simultaneously. The combination of text, audio, images, animation, video, as well as hyperlinks has an advantage of using both of the two main channels – visual and verbal – for presentation in an efficient way. This paper also discusses the features of effective presentation and examples of computer programs which may be used for this purpose. Authors presented a ranking list based on quality and quantity assessment of chosen IT tools and they proposed some characteristics of good presentation as well as they analyzed frequent mistakes made by users elaborating presentations.

The role of multimedia in teaching is considerable since they offer various information presentation formats simultaneously. The advantage of combining text, audio, images, animation, video and hyperlinks lies in the use of both main channels - visual and verbal - for making didactic videos in an efficient way. Features of an effective presentation and examples of computer programs which may be used for this purpose have also been shown in the paper. The authors presented a ranking list based on the quality and quantity assessment of choosing ICT tools, proposed some recommendations of features of good didactic videos and analyzed some mistakes users make most frequently while elaborating didactic videos.
