The aim of the study was the assessment of the impact of environmental factors on the development of the city Bielsko-Biała. Environmental factors which occur in administrative boundaries of the city were identifi ed as well as analysis of the local planning documents has been carried out. The investment limits in the zones of potential fl ood hazard and valuable natural areas were taken under consideration. Bielsko-Biała is a relatively large residential-industrial city with a well preserved nature and natural protected areas. Biała river, which fl ows through the city poses a threat of fl ooding. On the considerable part of the area of the city spatial managements plans are missing, some plans are adopted since 2009 year. The lack of plans can cause the urban planning chaos and the discretion in giving land development permits. It can also contribute to heavy fl ood losses and damage in the environment, however lack of restrictions helps investors making investments in these areas.

ABSTRAKT: Tereny zalewowe to tereny wybitnie konfliktogenne. Narażone są na ryzyko zalania i wysokich strat w wyniku powodzi. Niestety, tereny te często są przeznaczone i wykorzystywane pod zabudowę. Użytkowanie tych terenów musi uwzględniać bezpieczeństwo ludności, rozwój gospodarczy i środowisko, nawiązując do zasad zrównoważonego rozwoju. W artykule przybliżono podstawowe założenia zrównoważonego rozwoju i zagrożenia związane z zagospodarowaniem terenów zalewowych. Przedstawiono obszary narażone na niebezpieczeństwo powodzi w Czechowicach-Dziedzicach według wstępnej oceny ryzyka powodziowego oraz studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy. Dokonano oceny dotychczasowej polityki przestrzennej na takich obszarach na terenie miasta Czechowice-Dziedzice.

ABSTRACT: The flooded areas are one of the most conflicting areas. They are exposed to the risk of flooding and high losses as a result of the flooding. Unfortunately, these areas are often designed and used for development. The use of these sites must take into account the safety of the population, economic development and the environment, according to the principles of sustainable development. In the article were described the basic assumptions of the sustainable development and the risks associated with flooded areas management. The areas exposed to the danger of flooding in Czechowice-Dziedzice according to the preliminary flood risk assessment and the study of the conditions and directions of spatial planning were presented. The assessment of existing spatial policy on such areas in Czechowice-Dziedzice city were made.

The main objective of this article is evaluation of effectiveness of small water reservoir „Słupsko”. The main subject of study was man-made small water reservoir located in Silesia region. Based on this study, analysis of economic efficiency was made. The cost benefit analysis (CBA) was used, relaying on identification and evaluation of economic effects related with exploitation of this water reservoir „Słupsko”. Economical effectiveness was calculated based on time and rate of return as well as NPV indicator.

Głównym celem pracy była ocena efektywności ekonomicznej zbiornika Wilkówka zlokalizowanego w gminie Wilkowice na terenie województwa śląskiego. Przeprowadzono analizę efektywności ekonomicznej inwestycji. Zastosowano metodę AKK (CBA), która składała się z identyfikacji i waloryzacji efektów ekonomicznych związanych z budową i eksploatacją zbiornika. Korzystając z prostych wskaźników, takich jak: czas i okres zwrotu inwestycji oraz wskaźników dyskontowych NPV, wyznaczono efektywność ekonomiczną. Realizacja przedmiotowej inwestycji jest uzasadniona ekonomicznie tylko wtedy, jeżeli rozważa się wszystkie efekty generowane przez zbiornik. Należy mieć na uwadze, że obiekty infrastrukturalne cechują się długowiecznością, więc wyliczony długi okres zwrotu, 27 lat, jest akceptowalny. Pracę zakończono wnioskami.

The flooded areas are one of the most conflicting areas. Spatial policy and planning on such areas of special flood hazards and their disastrous consequences should be carried on carefully, in accordance with the principles of sustainable development. Changes in Polish law, especially in water law (resulting from EU directives) require changes in the spatial policy on such areas. These changes can have long-lasting negative consequences especially in small towns, if they are not carefully thought out. In article were described negative consequences of floods and prevention, law regulations in the spatial policy on floodplains and the potential negative consequences of bad policy, especially in small cities.
