Debata nad kształtem Internetu, która toczy się w Stanach Zjednoczonych i w Europie, skupia się głównie na aspektach technologicznych i ekonomicznych. Celem niniejszego artykułu jest wprowadzenie do dyskusji na temat wpływu neutralności sieciowej na wolność słowa i prawo do informacji na gruncie nauk politycznych. Autor próbuje zidentyfikować potencjalne zagrożenia na z perspektywy ekonomicznej, technologicznej, a także politycznej. Wdrożenie przepisów narzucających neutralność sieciową będzie niewątpliwie korzystne dla podstawowych praw człowieka. Jednak nawet ważniejszą kwestią jest pytanie o stan Internetu, w przypadku gdyby tych przepisów zabrakło.

The ongoing debate in the EU and the US over the shape of the Internet focuses mainly on the technological and economical aspects of the issue. This paper is meant to be an introduction to the debate on the impact of the network neutrality on free speech and the right to information in the field of political science. The author tries to identify potential threats from the economic, technological and political perspective, as they are strongly interconnected. Fundamental human rights can benefit from enforcing network neutrality regulations; however, a much more important issue is related to the question of what would happen to the freedom of speech and the right of information if the regulations were gone.

This article draws upon content analysis of the leading evening news program on Polish public television – Wiadomości. The authors examine how Germany was presented in this news service. The research sample includes every news item concerning Germany that was broadcast from March 1 to May 31 in 2015, and in the same period in 2017. The study shows that Germany is often used instrumentally and in a negative context.

Artykuł jest rezultatem analizy zawartości głównych wydań Wiadomości TVP, które zostały wyemitowane pomiędzy 1.03 a 31.05 2015 i 2017 roku. Celem artykułu jest udzielenie odpowiedzi na pytanie, w jaki sposób ukazywane w nich są Niemcy i czy można mówić o zmianie w tym zakresie, która jest wynikiem wyborów w 2015 roku. Badanie pokazuje, że tematyka niemiecka nie ma neutralnego charakteru, a Niemcy są często instrumentalnie wykorzystywane jako negatywny punkt odniesienia.

In the paper we analyse contents of every television news which appeared in the min editions od Polish television main news program – Wiadomości – that related to European Parliament’s resolutions regarding polish judicial system. The research sample spans from January 2016 to Setember 2021. We tried to characterize ways of presenting the topic in the program. It shows that Wiadomości’s narration goes hand in hand with the ruling coalition optics. That was not surprising. We concentrated on analysing means used by program’s editorial staff while reporting on Poland – EU dispute.

W pracy przeanalizowano treść wszystkich newsów, które pojawiły się w głównych wydaniach Wiadomości TVP w latach 2016–2021, zawierających odniesienie do rezolucji Parlamentu Europejskiego związanych z polskim systemem sądowniczym. Autorzy próbowali znaleźć odpowiedzi na pytania o to jak prezentowana jest ta tematyka. Wyniki badań wskazują, iż redakcja Wiadomości buduje narrację idącą ramię w ramię ze stanowiskiem koalicji rządzącej, co nie było zaskoczeniem. Artykuł skupia się na analizie zabiegów stosowanych przez zespół Wiadomości przy relacjonowaniu sporu z Unią Europejską.
