Artykuł dotyczy problemu oceny skuteczności i efektywności antycyklicznej polityki makroostrożnościowej. Przedstawiono w nim podstawowe źródła procykliczności sektora finansowego oraz przeanalizowano cele antycyklicznej polityki makroostrożnościowej i środki niezbędne do ich osiągnięcia. W myśl zarysowanej w artykule definicji skuteczność dotyczy stopnia, w jakim można zlikwidować zaburzenie funkcjonowania rynku (tj. zakłócenie mechanizmu rynkowego) oraz osiągnąć cele pośrednie i ostateczne. Analiza dostępnej literatury w poszukiwaniu metod pomiaru stopnia osiągnięcia celów polityki makroostożnościowej prowadzi do wniosku, że obecnie wiemy na ten temat bardzo mało. Podobnie ograniczona jest dostępna wiedza na temat efektywności antycyklicznej polityki makroostrożnościowej, ponieważ obecnie dysponujemy jedynie pomiarem niektórych skutków pośrednich antycyklicznych regulacji kapitałowych i płynnościowych, szacowanych jako koszty i korzyści makroekonomiczne. Regulacje makroostrożnościowe, szczególnie te antycykliczne, są potrzebne - ponieważ stabilność finansowa sprzyja wzrostowi gospodarczemu i w efekcie wiąże się ze wzrostem dobrobytu społecznego. Jednakże przeprowadzona w artykule analiza skłania do wniosku, że konieczne są dalsze badania, które pozwolą na wypracowanie metod oceny skuteczności, jak i dadzą nam pełniejszy obraz jej efektywności, uwzględniający nie tylko skutki pośrednie stosowania antycyklicznych instrumentów makroostrożnościowych, ale również bezpośrednie następstwa tej polityki.

The article focuses on the problem of assessment of the effectiveness and efficiency of countercyclical macroprudential policy. It presents basic sources of procyclicality of the financial sector and analyses objectives of countercyclical macroprudential policy. The effectiveness of macroprudential policy concerns the degree to which market failures can be addressed and intermediate and final objectives can be achieved. An analysis of contemporary literature in search of methods which could be applied to assess the degree to which the objectives of macroprudential policy are achieved leads us to the conclusion that the current state of knowledge in this area is insufficient. In the same vein, we know very little about the efficiency of countercyclical macroprudential policy, because available studies focus on a few indirect macroeconomic costs and benefits of more restrictive capital adequacy and liquidity standards, estimated as output losses and gains. Macroprudential regulations, in particular those that are countercyclical, are essential to safeguarding financial stability, which is a prerequisite for stable economic growth and social welfare. However, the analysis conducted in this paper leads to the conclusion that we need further research, with the aim of developing a robust framework of assessment of these regulations. The research should also attempt to design a reliable framework of assessment of the efficiency of macroprudential policy.
Celem artykułu jest ocena powyższych metod pomiaru ryzyka zagregowanego z perspektywy trzech kryteriów. Po pierwsze, ze względu na stopień w jakim metoda pomiaru tego ryzyka daje wyprzedzający wskaźnik zakłóceń w systemie finansowym. Po drugie, uwzględniając to, w jakim stopniu metoda ta bierze pod uwagę, bezpośrednio i pośrednio, zakłócenia mechanizmu rynkowego oraz ograniczenia poznawcze pośredników finansowych - które są głównym źródłem błędnych decyzji co do poziomu podejmowanego ryzyka i skutkują zmianami ryzyka w czasie. Brak zdolności do uwzględnienia zarówno zakłóceń mechanizmu rynkowego, jak i ograniczeń behawioralnych decydentów zatrudnionych w instytucjach finansowych, oznacza w istocie, że pomija się endogeniczne własności ryzyka zagregowanego, wynikające z kolektywnych zachowań pośredników finansowych, co może prowadzić do niedoszacowania prawdopodobieństwa zakłóceń w funkcjonowaniu sektora finansowego. Po trzecie, z perspektywy tego, w jakim stopniu metody pomiaru ryzyka zagregowanego uwzględniają i identyfikują mechanizm transmisji zakłóceń w funkcjonowaniu sektora finansowego do sfery realnej i vice versa. Biorąc pod uwagę cel niniejszego opracowania, zastosowano tu metodę analizy i krytyki piśmiennictwa. Artykuł składa się z czterech części. Excessive procyclicality of the financial system (and aggregated systemic risk) is a source of financial instability. Limiting excessive procyclicality is a prerequisite for stable economic growth. Currently the task of curbing procyclicality has been assigned to macroprudential supervision. The efficacy of macroprudential policy depends on the ability of correct estimation of aggregated systemic risk. This paper focuses on methods which help to quantify this risk and aims to assess those methods. The analysis conducted in this article leads to the conclusion that early warning indicators, such as credit to GDP ratio, seem to be acceptable aggregate risk measures, as they are leading indicators. VARs and macro stress testing may be used as complementary tools. Their shortcoming is the inability to track non linearity of feedback effects between the financial system and the real economy.
Celem artykułu jest określenie, jakie mogą być wzajemne zależności między konkurencją w sektorze bankowym a stabilnością finansową banków. Rozwiązanie tego problemu zostało podjęte na podstawie analizy literatury przedmiotu, prezentującej badania zarówno teoretyczne, jak i empiryczne. Z przeprowadzonej analizy wynika, że wysokie nasilenie konkurencji na rynku depozytowym prowadzi do wzrostu ryzyka bankowego. Natomiast w przypadku rynku kredytowego ta zależność jest odwrotna, tj. bardziej konkurencyjne otoczenie rynkowe przyczynia się do poprawy stabilności finansowej banków. Z ostatnich badań wynika, że zależność między konkurencją i stabilnością finansową banków może być nieliniowa, co oznacza, że nie tylko bardzo wysokie, lecz także bardzo niskie nasilenie konkurencji wiąże się z nadmiernym poziomem ryzyka w bankach i może skutkować niestabilnością finansową banków. Analiza badań empirycznych prowadzi również do wniosku, że siła związku i kierunek związku między nasileniem konkurencji i stabilnością finansową banków mogą zależeć od skali działalności banku, stopnia dokapitalizowania banku oraz od uwarunkowań makroekonomicznych

The article aims to determine what the potential relationships are between competition and the financial stability of banks. To resolve this problem, theoretical and empirical evidence is assessed. The analysis leads to the conclusion that high intensity of competition results in greater risk-taking by banks in the deposit market. By contrast, in the lean market, the more competitive the market is, the more risks banks take (and the greater their instability). However, most recent research, both theoretical and empirical, suggests that the relationship between competition and financial stability is non-linear, as both high and low intensity of competition bring about financial instability. The analysis of empirical evidence indicates that the strength and direction of the relationship between competition and financial stability depends on bank size, bank capita level as well as the macroeconomic environment

The credit risk transfer in which one party sheds credit risk to another party by means of a financial instrument has been applied for a very long time. It is a well-established feature of financial markets, inherent in the banking business throughout centuries. However, the information revolution surfacing at the turn of the century, leading to globalization, resulted in the complexity of, and increase in, the credit risk borne by banks. As a consequence, there occurred the need of tools which would enable effective managing of credit risk. These tools are called 'credit risk transfer instruments'. The purpose of the article is to answer the following questions: 1. What are the features of credit risk transfer instruments? 2. What is the impact of a certain instrument on the structure of the balance sheet of a bank?, and 3. What are the benefits and the costs of transactions involving credit risk transfer instruments?
This article presents explanations of the procyclicality phenonomenon with the application of the theory of market failures and behavioral finance. This analysis shows that the most important failures include: externalities of strategic complementarities (the classical herding phenomenon), fire sale externalities (i.e. asset prices spirals); network externalities (i.e. contagion risk). The theory of market failures does not say the whole story about the procyclicality phenomenon. To get a fuller picture of procyclicality one has to resort to behavioral finance, i.e. availability heuristics and threshold heuristics. The analysis also focuses on macroprudential instruments in their potential to affect financial cycle and soundness of financial sector. The article aims also to identify basic limitation of macroprudential policy instruments.

W artykule przedstawiono wyjaśnienia zjawiska procykliczności działalności depozytowo-kredytowej na gruncie teorii zawodności mechanizmu rynkowego oraz na gruncie finansów behawioralnych. Wskazano, że wśród takich głównych zakłóceń znajdują się: efekty zewnętrzne związane ze strategicznymi komplementarnościami, z masową sprzedażą aktywów oraz z powiązaniami (i prowadzące do zjawiska zarażania). Zakłócenia mechanizmu rynkowego zakorzenione w teorii ekonomii klasycznej nie dają pełnego obrazu procykliczności działalności depozytowo-kredytowej. Aby ją lepiej zrozumieć, należy odwołać się do osiągnięć finansów behawioralnych. Analizie poddano również podstawowe antycykliczne instrumenty polityki makroostrożnościowej oraz mechanizm transmisji tych instrumentów w obszarze oddziaływania na cykl kredytowy i odporność sektora finansowego oraz określono również czynniki, które mogą ograniczać skuteczność i efektywność tych instrumentów.
Artykuł stanowi próbę określenia ram modelu polityki makroostrożnościowej państwa. Polityka makroostrożnościowa powinna zmierzać do zapewnienia tabilności finansowej poprzez ograniczenie ryzyka systemowego, przy czym głównym przedmiotem jej oddziaływania powinny być podmioty sektora finansowego. Ryzyko systemowe powinno być analizowane z dwóch perspektyw – czasowej (związanej z procyklicznością) i przestrzennej (związanej z powiązaniami między podmiotami sektora finansowego). W pomiarze i monitorowaniu ryzyka systemowego można wykorzystać wskaźniki wczesnego ostrzegania oraz metody statystyczne. Do ograniczania ryzyka systemowego mogą być zastosowane zarówno instrumenty używane tradycyjnie przez nadzór nad sektorem finansowym, jak też instrumenty nowo opracowywane w następstwie ostatniego kryzysu finansowego. Na architekturę instytucjonalną polityki makroostrożnościowej składają się: (1) zdefiniowanie podmiotu, który będzie pełnił funkcję nadzoru makroostrożnościowego, (2) określenie uprawnień nadzoru makroostrożnościowego, (3) wyznaczenie granic odpowiedzialności nadzoru makroostrożnościowego.

The article attempts to present key elements of macroprudential policy framework of the state. The objective of macroprudential policy is to maintain financial stability, with the main focus on financial sector. This goal may be achieved by reducing the systemic risk. Analysis of systemic risk should be carried out from two distinct perspectives – time dimension and cross-section dimension. Measurement, assessment and monitoring of systemic risk may be conducted with the use of risk warnings as well as statistical tools. Macroprudential instruments aimed at limitation of systemic risk include tools traditionally used for microprudential purposes and newly invented measures. The elements of effective macroprudential policy institutional design include: (1) definition of a macroprudential authority; (2) giving powers to the authority; (3) ensuring accountability of the macroprudential authority as well as its transparency.
W artykule zostały przeanalizowane instrumenty antycyklicznej polityki makroostrożnościowej wpływające na rynek nieruchomości z perspektywy ich potencjalnych skutków dla funkcjonowania sektora finansowego. Aby osiągnąć ten cel, zarysowane zostały podstawowe właściwości badanych instrumentów oraz zaprezentowano mechanizm transmisji tych instrumentów. Analiza mechanizmu transmisji z uwzględnieniem dorobku literatury dotyczącej wyceny kredytów oraz efektów ubocznych regulacji pozwoliła na identyfikację ograniczeń jego przebiegu. Zidentyfikowano, że restrykcyjne sektorowe wymogi kapitałowe oraz wskaźników LTV DTI i DSTI mogą skutkować występowaniem zjawiska migracji kredytobiorców do sektora bankowości cienia lub innych instytucji finansowych świadczących usługi transgraniczne, a niepodlegających regulacjom makroostrożnościowym. Zastosowanie restrykcyjnych instrumentów może nasilić występowanie w sektorze bankowym zjawiska negatywnej selekcji i w efekcie przynieść pogorszenie ogólnej jakości portfela kredytowego.

The article focuses on the analysis of countercyclical macroprudential instruments directed at the real estate market, with the aim of identification of potential side effects of their use. To achieve this goal we present the most important features of these tools and characterize the transmission mechanism of those instruments. An analysis of the transmission mechanism and related current literature on the pricing of the loan market, as well as side effects of the regulations, lends support to the view that it is possible to identify limitations of this transmission mechanism. We find that restricitve sectoral capital requirements and LTV, DTI and DSTI ratios, may result in increased migration of borrowers to shadow banks or other financial intermediaries (e.g. those operating cross-border), which are not subject to macroprudential regulations. Restrictive macroprudential tools applied to the banking sector could possibly bring about the unintended consequence of increased negative selection and, in effect, of a worsened quality of bank lending portfolio.
This paper aims to identify the role of bank size for the sensitivity of leverage and liquidity funding risk to their determinants (both bank-specific and macroeconomic). Applying the two-step robust GMM estimator to individual bank data from over 60 countries covering the period 2000–2011 our study shows that increases in previous period funding liquidity risk are associated with increases in leverage in the full sample and in large banks, but not in other banks. The liquidity of large banks tends also to increase with leverage levels. With reference to the impact of macroeconomic conditions on leverage of banks we find that leverage of large banks is the most procyclical during a crisis period. Liquidity risk is procyclical during non-crisis periods. However, during a crisis period this liquidity risk is countercyclical, consistent with the view that even slight improvements in macroeconomic environment do not stimulate banks to increase their exposure to this risk. Such effect is particularly strong in the case of large banks. Generally, such counter-cyclicality of liquidity risk of large banks may result in weaker access to the bank financing necessary to stimulate investments in the real economy during a crisis period. This may have further negative consequences for the real economy, generating an extended period of sluggish economic growth.
This paper aims to identify the effect of macroprudential policies and microprudential regulations and their interactions on the sensitivity of leverage and liquidity funding risk to the business cycle. Analysing the sample of 782 banks we find that both macroprudential and microprudential instruments have insignificant impact on the procyclicality of leverage in the non-crisis period. Macroprudential instruments decrease the procyclicality of liquidity risk during the non-crisis period and increase the procyclicality of leverage during the crisis. Restrictions on the range of activities conducted by banks reduce the procyclicality of liquidity risk during the non-crisis period. Interaction between the macroprudential instruments targeted at risk-taking by borrowers and restrictions on the range of activities taken by banks has been found to be effective in reducing the procyclicality of leverage during the crisis period.
Artykuł dotyczy standardów płynnościowych, których istotność dla prowadzenia polityki regulacyjnej państwa wzrosła w okresie po kryzysie finansowym 2007/2008, szczególnie w obszarze dbania o stabilność finansową. Analiza zawarta w artykule koncentrowała się na dwóch grupach zagadnień. Po pierwsze na identyfikacji wspólnych cech międzynarodowych standardów płynnościowych określonych w Bazylei III oraz w przepisach prawnych w Unii Europejskiej oraz porównaniu polskich nadzorczych miar płynności ze standardami międzynarodowymi, po drugie zaś na określeniu potencjalnych skutków stosowania standardów płynnościowych. Artykuł jest efektem badań finansowanych przez Wydział Zarządzania Uniwersytetu Warszawskiego ze środków na rozwój potencjału badawczego.

This article focuses on liquidity standards whose significance has risen since the recent crisis of 2007/2008. The analysis concentrates on two areas. The first one is identification of common characteristics of liquidity standards recommended in Basel III and provisions included in directives and regulations in the European Union, as well as common traits of Polish supervisory liquidity rules and Basel III standards in this field. The other is identification of effects of liquidity standards. Analysis of Polish supervisory liquidity standards leads to conclusion that they have their counterparts in liquidity standards recommended by the Basel Committee. Simulations conducted by the Bank for International Settlements show that implementation of liquidity standards will bring more benefits than losses, for both banking (and financial) sector and the real economy. Unfortunately, contemporary empirical research only explains what are the effects of application of reserve requirements used in monetary policy. So little is known about the effects of other instruments whose track record is relatively short. However, even this scant evidence seems to support the prediction that reserve requirements could potentially be applied as a tool stabilizing financial sector and diminishing systemic risk.
In this paper we ask about the role of macroprudential policies to affect the link between lending and capital ratio in countries differing in economic development and capital account openness. To resolve this problem we apply the GMM 2-step Blundell and Bond approach to a sample covering over 60 countries. Our results show that the effect of macroprudential policies on the association between lending and the capital ratio in non-crisis periods is stronger in advanced countries than in emerging countries. Differentiating by the level of capital account openness, we find that macroprudential policies are more effective in increasing the resilience of banks and thus weakening the association between loan supply and capital ratio for relatively closed economies but less effective for relatively open economies. Generally, with our study we are able to support the view that macroprudential policy has the potential to curb the procyclical impact of bank capital on lending.
In this paper we aim to find out whether bank specialization and bank capitalization affect the relationship between loans growth and capital ratio, both in expansions and in contractions. We hypothesize that the impact of bank capital on lending is relatively strong in cooperative banks and savings banks. We also expect that this effect is nonlinear, and is stronger in “low” capital banks than in “high” capital banks. In order to test our hypotheses, we apply the two-step GMM robust estimator for data spanning the years 1996–2011 on individual banks available in the Bankscope database. Our analysis shows that lending of poorly capitalized banks is more affected by capital ratio than lending of well-capitalized banks. Loans growth of cooperative and savings banks is more capital constrained that lending of commercial banks. Capital matters for the lending activity in contractions only in the case of savings and “low” capital banks.
This article examines the impact of bank capital ratios on cooperative banks’ lending by comparing differences in loan growth to differences in capital ratios at sets of banks that are clustered based on capital ratio size. Applying a fixed-effects estimator to a sample of cooperative banks operating in Poland and using a unique quarterly dataset covering the period of 2000:1-2012:4, we find that loans’ growth is particularly capitalconstrained in poorly-capitalized banks, but only in non-recessionary ones. Lending of poorly capitalized banks is strongly affected by the interest rate margin, which is also important in determining the loans’ growth of medium and large cooperative banks. Generally the results add support to the view that small banks, such as cooperative banks, are not capital-constrained in recessionary periods, thus their customers do not suffer from the capital crunch in unfavourable macroeconomic conditions. However, their lending activity is procyclical, because increases in the unemployment rate result in decreases in the loans’ growth of cooperative banks in Poland.

Artykuł analizuje wpływ współczynnika kapitałowego na aktywność kredytową banków spółdzielczych, biorąc pod uwagę stopień dokapitalizowania tych banków. W badaniu zastosowano estymator z ustalonymi efektami stałymi na próbie danych kwartalnych dotyczących banków spółdzielczych w Polsce w okresie 2000:1-2012:4 i zidentyfikowano, że stopa wzrostu kredytów jest szczególnie wrażliwa na współczynnik kapitałowy w przypadku słabo dokapitalizowanych banków, przede wszystkim w okresie ożywienia. Aktywność kredytowa banków słabo dokapitalizowanych jest również bardzo wrażliwa na wskaźnik marży odsetkowej netto. Efekt ten utrzymuje się również w przypadku pozostałych banków. Ogólnie wyniki badania dają podstawę do stwierdzenia, że aktywność kredytowa małych lokalnych banków, którymi zazwyczaj są banki spółdzielcze, nie jest ograniczona przez współczynniki adekwatności kapitałowej w okresie recesji. Zatem ich klienci nie odczuwają skutków kryzysu kapitałowego w niesprzyjających uwarunkowaniach makroekonomicznych. Jednakże aktywność kredytowa tych banków jest procykliczna, ponieważ przy wzroście stopy bezrobocia następuje spadek stopy wzrostu kredytów banków spółdzielczych w Polsce.
This paper aims to find out what the impact is of bank capital ratios on loan supply in the EU and what factors explain the potential diversity of this impact. Applying the Blundell and Bond (1998) two step GMM estimator, we show that, in the EU context, the role of capital ratio for loan growth is stronger than previous literature has found for other countries. Our study sheds some light on whether procyclicality of loan loss provisions and income smoothing with loan loss provisions contribute to procyclical impact of capital ratio on loan growth. We document that loan growth of banks that have more procyclical loan loss provisions and that engage less in income smoothing is more sensitive to capital ratios. This sensitivity is slightly increased in this sample of banks during contractions. Moreover, more restrictive regulations and more stringent official supervision reduce the magnitude of the effect of capital ratio on bank lending. Taken together, our results suggest that capital ratios are an important determinant of lending in large EU banks.
In this paper we explore several new factors which may affect the procyclicality of loan-loss provisions. In particular, we test whether there are visible differences in sensitivity of loan-loss provisions to the business cycle between commercial and cooperative banks as well as between large, medium and small banks. We also aim to find out whether the level of bank capital ratio and the application of discretionary income-smoothing affect procyclicality of loan-loss provisions. Our results show that loan-loss provisions of banks are procyclical. This procyclicality is particularly visible and stronger in the sample of commercial banks. We also find that loan-loss provisions of large banks are more negatively affected by the business cycle than those of medium or small banks. We show that banks with low capital ratios exhibit increased procyclicality of loan-loss provisions. And finally, we also find empirical evidence that banks with a greater degree of discretionary income-smoothing have loan-loss provisions more negatively affected by the business cycle, and thus more procyclical.
In this paper we ask about the capacity of macroprudential policies to reduce the positive association between loans growth and the capital ratio. We focus on aggregated macroprudential policy measures and on individual instruments and test whether their effect on the association between lending and capital depends on bank size, the economic development of a country as well as on the extent of capital account openness. Applying the GMM 2-step Blundell and Bond approach to a sample covering over 60 countries, we find that macroprudential policy instruments reduce the impact of capital on bank lending during both crisis and non-crisis times. This result is stronger in large banks than in other banks. Of individual macroprudential instruments, only borrower-targeted LTV caps and DTI ratio weaken the association between lending and capital. Our results also show that the effect of macroprudential policies on the association between lending and the capital ratio in non-crisis periods is stronger in advanced countries than in emerging countries. Additionally, differentiating by the level of capital account openness, we find that macroprudential policies are more effective in increasing the resilience of banks and thus weakening the association between loan supply and capital ratio for relatively closed economies but less effective for relatively open economies. Generally, with our study we are able to support the view that macroprudential policy has the potential to curb the procyclical impact of bank capital on lending and therefore, the introduction of more restrictive international capital standards included in Basel III and of macroprudential policies are fully justified.
This paper extends the literature on the capital crunch effect by examining the role of public policy for the link between lending and capital in a sample of large banks operating in the European Union. Applying Blundell and Bond (1998) two-step robust GMM estimator we show that restrictions on bank activities and more stringent capital standards weaken the capital crunch effect, consistent with reduced risk taking and boosted bank charter values. Official supervision also reduces the impact of capital ratio on lending in downturns. Private oversight seems to be related to thin capital buffers in expansions, and therefore the capital crunch effect is enhanced in countries with increased market discipline. We thus provide evidence that neither regulations nor supervision at the microprudential level is neutral from a financial stability perspective. Weak regulations and supervision seem to increase the pro-cyclical effect of capital on bank lending.
This paper extends the literature on the link between lending and capital by examining the role of equity ownership structure for this link in banks operating in the European Union. As theory predicts, publiclytraded banks are more prone to heightened agency problems (moral hazard and adverse selection) due to dispersed ownership and therefore have stronger incentives to engage in excessive risk-taking especially in economic expansions. This may bring about procyclical lending effect in economic downturns. Theory also predicts that these banks are also more affected by capital market frictions in economic downturns. Applying Blundell and Bond (1998) two step robust GMM estimator we predict and find that the link between lending and capital in economic downturns is stronger in publicly-traded banks than in privately- held banks, which may be a result of greater conditional accounting conservatism of publicly-traded banks. Additionally, the link between lending and capital during expansions is stronger in the case of privately- held banks reporting unconsolidated data, but not for banks reporting consolidated financial reports, consistent with the view that limited access to capital markets increases the cost of external finance of private banks. Finally, we find empirical support for the view that lending of privately- held banks is not constrained by capital ratio in economic downturns. Our results stress the importance of conditional conservatism for the effectiveness macroprudential policy, in particular countercyclical capital buffers.
This paper extends the literature on the capital crunch effect by examining the role of public policy for the link between lending and capital in a sample of large banks operating in the European Union during economic downturns. Applying Blundell and Bond (1998) two-step robust GMM estimator, we show that restrictions on bank activities and more stringent capital standards weaken the capital crunch effect, consistent with reduced risk-taking and boosted bank charter values. Official supervision also reduces the impact of capital ratio on lending in downturns; however, its effect is only marginally significant in the sample of unconsolidated banks. Private oversight seems to be related to thin capital buffers in expansions, and therefore the capital crunch effect is enhanced in countries with increased market discipline. We thus provide evidence that neither regulations nor supervision at the microprudential level is neutral from a financial stability perspective. Weak regulations and supervision seem to increase the pro-cyclical effect of capital on bank lending.

Artykuł poszerza dotychczasowe badania nad związkiem między ograniczającym wpływem wskaźnika kapitałowego na podaż kredytu bankowego w okresie dekoniunktury poprzez analizy znaczenia polityki regulacyjnej państwa dla związku między aktywnością kredytową a wskaźnikiem kapitałowym dużych banków prowadzących działalność w Unii Europejskiej. W badaniu zastosowano estymator odporny dwuetapowy Blundella i Bonda (1998) i zidentyfikowano, że ograniczenie skali czynności wykonywa nych przez banki oraz bardziej restrykcyjne standardy kapitałowe osłabiają negatywny wpływ wskaźnika kapitałowego na podaż kredytu bankowego w okresie dekoniunktury, co jest spójne z koncepcją, że w krajach o restrykcyjnych regulacjach banki podejmują niższe ryzyko oraz cechują się wyższymi buforami kapitałowymi. Oficjalny nadzór bankowy również ogranicza wpływ wskaźnika kapitałowego, ale jego siła oddziaływania jest jedynie marginalnie istotna statystycznie w populacji banków, które prezentują dane nieskonsolidowane. Prywatny nadzór rynkowy wydaje się nieskuteczny w ograniczaniu negatywnego wpływu wskaźnika kapitałowego na podaż kredytu bankowego w okresie dekoniunktury. Przeprowadzone badania pokazują, że przynajmniej w pewnym zakresie restrykcyjne regulacje mikroostrożnościowe oraz nadzór mikroostrożnościowy są skuteczne w dążeniu do zapewnienia stabilności finansowej i ograniczenia procykliczności.
This paper attempts to find out whether better quality of investor protection matters for the effect of capital ratio on loan growth of large EU banks in 1996-2011. We focus on several measures of the quality of investor protection with a proven track record in the banking literature, i.e.: anti-self-dealing index, ex-antecontrol and ex-post-control of anti-self-dealing indices, and creditor protection rights index. Our results show that better investor protection increases the procyclical impact of capital on lending in the sample of banks reporting unconsolidated data. This is consistent with the view that better shareholders rights protection induces bank borrowers to take more loans and to engage in more risk-taking, in particular during economic booms, which results in greater sensitivity of bank lending to capital ratios in economic downturns. The opposite effect is found in the sample of banks reporting consolidated data. This effect is consistent with the view that better minority shareholders protection may reduce risk-taking incentives of large banks and result in better risk management of credit portfolio (and other investments of such banks).
