The year 2010 is a groundbreaking period for financial reporting done by big local government units. Under article 268 of the Act on Public Finances (although not the regulations of the Accounting Act ), financial statements issued by local government units are required to be audited by auditors, in case of locations where the population, as of 31sth December of a year preceding the year covered by the financial statements, exceeds 150,000 inhabitants, based on the records kept by the Central Statistical Office. The paper aims to answer the question about the reasons why financial statements issued by big local government units need to be audited by auditors. It presents the objective scope and an example of the subjective scope of the audit of financial statements, issued by local government units, which is performed by auditors.
Typowe jednostki sektora finansów publicznych zobowiązane są do tworzenia i przekazywania podmiotom nadrzędnym różnych sprawozdań i raportów, w tym w szczególności sprawozdań finansowych i budżetowych. Jednostki budżetowe oraz samorządowe zakłady budżetowe sporządzają sprawozdania finansowe według szczególnych zasad (w tym wzorców) określonych przez prawo finansów publicznych. Celem artykułu jest wskazanie wartości informacyjnej jednego z elementów sprawozdań finansowych, tj. zestawienia zmian w funduszu jednostki, w którym bezpośrednio odwzorowane są finansowe skutki specyfiki działalności samorządowych oraz państwowych jednostek budżetowych i samorządowych zakładów budżetowych. W opracowaniu wykorzystano studia literaturowe z zakresu finansów publicznych i rachunkowości finansowej, metodę analizy przepisów prawnych, analizę porównawczo-opisową oraz wnioskowanie. Cel artykułu wymagał również zastosowania jako metody badawczej swobodnego wywiadu oraz syntezy w odniesieniu do cząstkowych wniosków.
Budgetary reporting is characterised by certain determinants, related to reporting itself and communication processes, as well as the specific character of the public sector. Budgetary reporting practice is regulated in a number of legal acts, which has adverse impact on the quality of data provided by such reporting. That is why, the three most urgent directions for development outlined in the paper (harmonisation of budgetary reporting in Poland with the International Public Sector Accounting Standards, unification of financial reporting principles of budgetary entities and establishments with financial reporting of business entities, and simplification of budgetary reporting) result from the need to provide the general public with useful information which can serve as the basis for accountability of individuals who carry out management over the public sector and for better allocation of resources and decision-making, in particular in the long-term perspective. It should be noted that the suggested ways forward are presented in a very synthetic way, but they address the most pressing issues related to budgetary accounting modernisation (or modification)
Celem opracowania jest analiza i ocena systemu sprawozdawczości samorządowych zakładów budżetowych w świetle aktualnych przepisów prawa. W związku z tak postawionym celem rozważaniu zostały poddane następujące zagadnienia: - identyfikacja samorządowych zakładów budżetowych jako podmiotów finansów publicznych oraz podmiotów rachunkowości, - wskazanie podstawowych założeń systemu sprawozdawczości samorządowych zakładów budżetowych. W opracowaniu wykorzystano następujące metody badawcze: studia literaturowe z zakresu rachunkowości, rachunkowości budżetowej oraz finansów publicznych, analizę aktów prawnych, analizę porównawczo-opisową oraz syntezę.

The article predominantly aims at presenting a sophisticated and complex system of reporting used by local budgetary enterprises and at identifying basic functions of particular tasks undertaken. In the articles author presents: - the local budgetary enterprises as subjects of public finances as well as subjects of accountancy, - the basic foundations of reporting system of local budgetary enterprises. In the article the following research methods were applied: relevant literature studies involving accounting, budget accounting and public finance, analyses of legal acts, comparative and descriptive analyses and syntheses.
The inconsistency of the public finance law and the accounting law which govern accounting carried out by local budgetary enterprises, in particular in terms of special principles for valuation and presentation of fixed assets, obligatory charts of accounts, rigid formulas and principles for issuing financial statements, leads to a situation when financial and accounting staff have to deal with a number of problems related to the creation and use of accounting policies. The articles analyses the legal regulations regarding the selected aspects of accounting policies of local budgetary enterprises.
