In order for the local administration to satisfactorily fulfil its tasks, its functioning needs to be constantly perfectioned. Ideally, the modernisation should relate to an established pattern of good offices of the local government. The article presents the efforts made at the Urząd Miasta Częstochowy in order to improve management, by applying the Institutional Development Program.

The content of this article is to show examples of activities in the public management that can contribute to raising the standard of living through improved access to information and assistance in the development of skills that are essential to the use of information technology. Presented reflection is based on examples of actions taken by the City of Czestochowa.
Autorka podejmuje problem psychologicznych uwarunkowań przedsiębiorczości. Koncentruje się na dwóch zmiennych psychologicznych motywacji osiągnięć i wewnętrznym poczuciu kontroli. Analizuje dorobek naukowy dotyczący znaczenia tych cech w kontekście efektywności zachowań przedsiębiorczych. Prezentuje wyniki badań własnych, weryfikujących hipotezy o tym, że przedsiębiorcy posiadają je na wyższym poziomie niż osoby nieprowadzące działalności na własny rachunek. Wskazuje możliwości wykorzystania tej wiedzy do stymulowania postaw proprzedsiębiorczych.
Artykuł poświęcony jest problematyce badania społecznego kontekstu organizacyjnych działań związanych na przykład z funkcją personalną. Autorka w szczególności koncentruje się na relacjach między podmiotami zaangażowanymi w dany obszar aktywności, przyjmując tezę, że ich charakter determinuje sposób realizacji tych działań. Prezentuje podejście pozwalające na jakościową analizę relacji. Opisuje model potencjału relacyjnego, obejmujący wyobrażenia społeczne, systemy znaczeń, schematy interpretacyjne i opisy ról podmiotów, jako elementy istotne dla przebiegu interakcji. Poddaje także ocenie dwa narzędzia badawcze o charakterze projekcyjnym – Test Niedokończonych Zdań i Test Metafor – ze względu na ich przydatność w procesie diagnozy relacji społecznych.
Artykuł dotyczy sytuacji pracownika funkcjonującego na rynku pracy w warunkach digitalizacji, której jednym ze skutków jest kształtowanie się gig, platform i sharing economy. Został on przedstawiony jako podmiot aktywnie wybierający spośród nowych możliwości kreowania współpracy z pracodawcą pod względem formy zatrudnienia, sposobu, długości czasu i zasad świadczenia pracy. Celem prezentowanych badań było sprawdzenie czy pracownik, który identyfikuje, że jego pracodawca podejmuje działania świadczące o transakcyjnym kontrakcie psychologicznym i w związku z tym jest gotowy zmienić pracodawcę, aktywizuje Employability Market Orientation. Zgodnie z przyjętym założeniem postawa ta pozwala mu zachowywać się jak workpreneur i w pełni korzystać z możliwości ofertowanych na współczesnym rynku pracy. Badania wykazały, że w badanej próbie decyzja pracowników o zmianie pracodawcy nie koreluje z Employability Market Orientation. Istotna ich grupa nadal podejmuje decyzję o zmianie pracodawcy ze względu na niskie wynagrodzenie i niskie ubezpieczenie, co wynika z braku umowy długoterminowej. Prawdopodobnie jest to efekt przyjęcia biernej postawy i nastawienia na poszukiwanie relacji z pracodawcą opartej na relacyjnym kontrakcie psychologicznym. Oznacza to, że pracownicy na ten moment mają trudności z wykorzystaniem nowych możliwości, jakie oferują nowoczesne technologie w świecie pracy. The article addresses the situation of an employee functioning in the labour market in the conditions of digitisation, leading, amongst other, to the rise of a gig, platform and sharing economy. The employee is presented as an individual actively choosing from among new opportunities to create cooperation with the employer in terms of employment form and manner, duration and rules of work performance. The purpose of the described research was to check whether the employee who spots that the employer is undertaking actions that bespeak a transactional psychological contract and is therefore ready to change the employer activates Employability Market Orientation. In line with the adopted assumption, this attitude allows the employee to behave like a workpreneur and take full advantage of the opportunities offered in today’s labour market. The research has shown that in the sample examined, employees’ decision to change employers is not correlated with Employability Market Orientation. Many of them still decide to change employers due to low pay and low job security, which stems from the lack of a long-term contract. This may result from a passive attitude and a focus on seeking such a relation with the employer that is based on a relational psychological contract. This means that employees now find it difficult to seize new opportunities offered by modern technologies in the world of work. People who demonstrate cognitive flexibility are best predisposed to this. JEL: J53, J62, M54
Purpose: Sixty-five HR general managers representing companies from a variety of industries took part in the research that we conducted between April and October 2013. They had identified leadership development as the most significant factor in the growth of the top firms in Poland’s economy. We have conducted in-depth interviews to understand the perception of the leadership concept. We have found that they tend to focus on the following dimensions of leadership: conveying a vision, inspiring, being charismatic, being credible, being able to manage others, and having good interpersonal skills. Research limitations and implications: The main limitation of the research is that it does not allow for generalization of findings on perceived dimensionality of leadership on larger population of HR Executives. Our findings imply that leadership development will soon be a strong priority among HR teams of 500 largest companies, but several dimensions are not present in their description of leadership. Originality/value: Our paper makes three contributions to the literature. We have developed a managerial attention view of the firm by surveying senior HR executives. CEOs, CFOs, and top management teams tend to be subject of studies in this theoretical tradition more often than HR executives, Another contribution is the use of mixed methods that is rather rare yet offering vast opportunities for triangulation and knowledge building in the discipline. Our third contribution is that we applied a standard scale of the multidimensional leadership concept.
