W niniejszym opracowaniu została podjęta próba zidentyfikowania trendów w zakresie nierówności terytorialnych (na poziomie NUTS 2), dotyczących stanu zdrowia w Polsce w odniesieniu do polityki spójności i jej głównych instrumentów. Ze względu na dominującą pozycję regionów jako podmiotów polityki gospodarczej, badania regionalne wydają się szczególnie istotne. Do oceny istniejących tendencji terytorialnego zróżnicowania stanu zdrowia została zastosowana analiza konwergencji. Jak wynika z przeprowadzonych analiz, nadal nie występuje międzywojewódzka konwergencja przeciętnego trwania życia. Obserwowany jest proces dywergencji oczekiwanej długości życia kobiet i mężczyzn niezależnie od miejsca zamieszkania (ogółem) oraz kobiet i mężczyzn w miastach, wskazujący na pogłębiające się nierówności pomiędzy województwami. Regionalne zróżnicowanie trwania życia na wsiach na przestrzeni lat 1995-2013 nie uległo zasadniczym zmianom – nie można wykazać występowania sigma-konwergencji. Nie można także wnioskować o sigma-dywergencji. Uzyskane wyniki nie pozwalają na jednoznaczną ocenę skuteczności polityki spójności w tym zakresie. Pogłębione badania wymagają analiz innych wskaźników stanu zdrowia, zwłaszcza obserwacji trendów umieralności.

The paper is an attempt to identify trends in territorial health inequalities (at NUTS 2 level) in Poland in the context of cohesion policy and its main instruments. The research tool used is convergence analysis. Because regions play a central role in economic policy, regional research seems particularly significant. The conducted analysis has shown that no interregional convergence with regard to average life expectancy has been observed as yet. The life expectancy of males and females diverges regardless of their place of residence (in total), as does the life expectancy of males and females living in urban areas, which points to increasing inequalities among voivodeships. In rural areas, regional differences in life expectancy did not change significantly between 1995 and 2013 – sigma-convergence cannot be detected. No evidence of sigma-divergence has been obtained, either. The results do not allow for an unambiguous evaluation of how effective cohesion policies pursued in this area have been. An in-depth investigation would require analyses of other health indicators, particularly mortality rates.
In most European countries general health insurance systems are supplemented by voluntary health insurance purchased on a commercial basis. The expansion of the private health insurance market is potentially beneficial for the functioning of the health protection system and for the patients themselves. At the same time, however, particularly voluntary health insurance has certain weaknesses that may make it less effective than it could be. One of the major problems is moral hazard understood as a risk of excessive, unjustified use of medical services that bears serious economic consequences. The article focuses on moral hazard related to health insurance. In the first part of the article, the nature of the problem is discussed, as well as conclusions for European countries arising from the available studies. The second part provides insights into private health insurance in Poland.

W większości krajów europejskich, poza systemem powszechnego ubezpieczenia zdrowotnego funkcjonują dobrowolne ubezpieczenia zdrowotne o charakterze komercyjnym. Z rozwojem rynku prywatnych ubezpieczeń zdrowotnych wiążą się potencjalne korzyści dla funkcjonowania zarówno systemu ochrony zdrowia, jak i samych pacjentów. Rynek ubezpieczeń zdrowotnych, szczególnie tych o charakterze dobrowolnym, nie jest jednak wolny od nieprawidłowości, ograniczających możliwości jego efektywnego funkcjonowania. Jeden z istotnych problemów stanowi pokusa nadużycia (moral hazard), pociągająca za sobą poważne skutki ekonomiczne. W artykule poruszono problematykę pokusy nadużycia wywołanej posiadaniem ubezpieczenia zdrowotnego. Pierwszą część poświęcono omówieniu istoty zjawiska oraz wnioskom wypływającym z badań dla krajów europejskich. Część druga dotyczy prywatnych ubezpieczeń zdrowotnych w Polsce.
Przyszłość demograficzna Polski staje się wielkim wyzwaniem dla systemu opieki zdrowotnej – zarówno z punktu widzenia płatnika publicznego, jak i organizacji oraz wydolności systemu. Postępujące przeobrażenia w strukturze ludności i związane z nimi zwiększone zapotrzebowanie na kosztowne procedury medyczne dedykowane osobom starszym powodują, że zapewnienie sprawności systemu i zagwarantowanie odpowiedniej dostępności świadczeń możliwe jest tylko poprzez zdecydowany wzrost nakładów na ochronę zdrowia. Jeden z priorytetów opracowanej przez Ministerstwo Zdrowia strategii zmian w ochronie zdrowia stanowi stopniowe zwiększanie publicznych środków na ochronę zdrowia, należących obecnie do najniższych wśród krajów Unii Europejskiej. Do wzbogacenia systemu o nowe fundusze i usprawnienia jego funkcjonowania mogą się przyczynić ubezpieczenia zdrowotne o charakterze komercyjnym. Upowszechnienie dobrowolnych ubezpieczeń zdrowotnych dobrze skoordynowanych z systemem publicznym mogłoby poprawić dostępność i jakość opieki medycznej w Polsce. W artykule poruszono problematykę roli prywatnych ubezpieczeń zdrowotnych w systemie ochrony zdrowia w Polsce w kontekście prognozowanych zmian demograficznych.

The demographic future of the country is becoming a major challenge for healthcare, not only from the standpoint of the public payer, but also regarding the healthcare system’s organisation and efficiency. In the face of constantly changing population structure that entails higher demand for costly medical procedures addressing the needs of the elderly, the only way to make the system efficient and to ensure the accessibility of medical services is to increase the amount of available funding. One of the priorities laid down in the Ministry of Health’s healthcare strategy is to gradually increase public allocations for healthcare, now one of the lowest in the European Union. The healthcare system in Poland could also benefit financially from commercial health insurance. In the article, the role of private health insurance in the Polish healthcare system is discussed in the context of demographic change forecasts.
The recent studies of economic growth have shown increasing interest in the potential economic profits that improved health condition of populations could bring. The World Health Organization’s reports Macroeconomics and Health: Investing in Health for Economic Development of 2001 and The Contribution of Health to the Economy in the European Union of 2005 significantly contributed to the promotion of health as a factor of economic growth. Both of them suggest that investing in health as a vehicle of economic growth is necessary not only in countries at a low level of economic development, but also in the developed ones. This recommendation arises from the fact that education and health are one of the basic determinants of the quality of human capital. On a micro scale, health is treated as a prerequisite for personal development, enabling the achievement of a satisfactory economic status. In terms of the entire economy, the beneficial influence of good health can manifest itself thorough growing productivity of labour, lower costs of absenteeism caused by sick leaves, and limited costs of medical interventions that altogether may improve social well-being and reduce poverty. Variations in economic results caused by health inequalities can be analysed for the entire economy, a region or with respect to individuals. The presented investigation aimed to verify a hypothesis, according to which the health condition of the regional population can be one of the factors determining regional development. The investigation used a panel sample comprising particular voivodeships as they were between 1999 and 2008. Application of dynamic panel data models allowed identifying a relationship between different health indicators and GDP variations.
Współczesne modele wzrostu, obok tradycyjnych zmiennych reprezentujących pracę i kapitał, uwzględniają także indykatory kapitału ludzkiego. Dysproporcje przestrzenne rozwoju podregionów w Polsce skłaniają do podejmowania prób określenia głównych czynników obserwowanych różnic. Celem artykułu jest analiza związków pomiędzy PKB per capita i poziomem kapitału ludzkiego w podregionach (NUTS 3), a także zbadanie zależności przestrzennych w kształtowaniu się każdej z miar. Zaobserwowano, że podregiony o niskich wartościach kapitału ludzkiego wykazują w Polsce Zachodniej tendencję do tworzenia skupień. W kształtowaniu się PKB na mieszkańca nie stwierdzono występowania zależności przestrzennych. Przedstawiono również wyniki estymacji modelu objaśniającego PKB per capita z uwzględnieniem kapitału ludzkiego. Wyniki analizy ekonometrycznej wskazują na istotny, pozytywny wpływ zgromadzonego w podregionie kapitału ludzkiego na PKB per capita. Badanie przeprowadzono na podstawie danych za 2012 r.

The contemporary growth models, apart from the variables representing labour and capital, take into consideration also human capital measures. The spatial disproportions in the level of development of Polish regions give rise to the attempts of defining the factors influencing the differences. The main objective of the paper is the analysis of the relationships between the regional GDP per capita and human capital level in Polish NUTS3 regions. The additional objective is investigating whether the before mentioned phenomena exhibit spatial dependence. It was found that sub-regions with low values of human capital tend to cluster in the western Polish territories. There are no significant spatial relationships in the formation of the GDP per capita. In the second part of the paper, there are presented the estimation results of the model explaining the regional GDP per capita. The results show the significant, positive influence of the human capital level on the GDP. The study was conducted based on data for 2012.

Современные модели роста, рядом с традиционными переменными представляющими труд и капитал, учитывают также Wiadomości Statystyczne nr 6/2016 индикаторы человеческого капитала. Пространственные диспропорции развития субрегионов в Польше приводят к попыткам определения главных факторов наблюдаемых различий. Целью статьи является анализ соединений между ВВП per capita и уровнем человеческого капитала в субрегионах (NUTS 3), а также обследование пространственных взаимосвязей в разработке каждой из мер. Было отмечено, что субрегионы с низкими значениями человеческого капитала, в Западной Польше имеют тенденцию к образованию группировок. В формировнии ВВП на душу населения не отмечаются пространственные взаимосвязи. В статье были представлены также результаты оценки модели объясняющей ВВП per capita в отношении к человеческому капиталу. Результаты эконометрического анализа указывают на важное, положительное влияние накопленного в субрегионе человеческого капитала на ВВП per capita. Обследование было проведено на основе данных за 2012 год.
Ograniczone zasoby konwencjonalnych źródeł energii oraz wzrost dwutlenku węgla w atmosferze powodują, że sięgamy do odnawialnych źródeł energii. Już od wielu lat w państwach Europy Zachodniej obserwujemy rosnące wykorzystanie energii wiatru, słońca, energii geotermalnej dla celów energetycznych. W Polsce także wzrasta zainteresowanie wykorzystaniem energii słonecznej dla produkcji energii elektrycznej za pomocą urządzeń fotowoltaicznych. Jak każde urządzenie, także i urządzenia fotowoltaiczne narażone są na różnego rodzaju zdarzenia losowe. Celem artykułu jest ocena ryzyka niezbędna przy ubezpieczeniu urządzeń fotowoltaicznych od wybranych zdarzeń losowych. Na bazie podstawowych informacji o urządzeniach fotowoltaicznych stawiamy tezę o konieczności objęcia ochroną ubezpieczeniową tego rodzaju urządzeń. W artykule wskazujemy na podstawowe elementy oceny ryzyka ubezpieczeniowego, tj. przedmiot ubezpieczenia, zakres odpowiedzialności, sumę ubezpieczenia.

Limited resources of conventional energy sources and an increase in carbon dioxide in the atmosphere causes that we turn to renewable energy sources. Already for many years in Western European countries, we observe the use of wind, solar and geothermal energy. Also in Poland for many years, there is interest in using solar energy for the production of electricity using photovoltaic devices. The article discusses the development of solar energy using photovoltaic, and indicates areas of insolation in Poland. Based on the basic information about the photovoltaic devices, we put the thesis of the need for insurance coverage of photovoltaic devices located on the construction site. In the article, we point to the basic elements of the evaluation of insurance risk in the subject, extent of liability, the sum insured.
EU strategy documents, including the Europe 2020 Strategy, emphasise the priority role of industry in the growth of EU economies. The aim of the presented research is to measure and assess the impact of expenditure on research and development (R&D) activities on the competitiveness of manufacturing divisions in Poland. Labour productivity, expressed as (1) a quotient of gross value added and employment, and (2) a quotient of sold production and employment in the analysed manufacturing divisions, was adopted as the measure of competitiveness. The empirical part of the paper is based on data published by the Central Statistical Office. The analysis covers the period 2009-2017 and provides a contribution to determining the role and importance of research and development as well as innovative activities in shaping competitive advantages of manufacturing enterprises. The obtained results for panel models confirm that R&D expenditure is a secondary factor in changes occurring in the Polish manufacturing industry.
