Construction of a nuclear power station is a huge challenge – due to the scale, volume of the capital involved, method of financing, length of the investment process, the level of technical complexity and comprehensiveness of the investment, as well as its political uncertainty. The long process of preparing for this construction was started in Poland already in 2009. Therefore it seems that a revision of the approach to the building schedule of Poland’s first nuclear power plant is necessary, as well as the realistic evaluation, revision and update of the assumptions made. The article, based on historical data related to development plans for nuclear energetics in Poland, and referring to environmental research and location studies of key importance to the current stage of the construction, is aimed at indicating that the investment in nuclear energy in the country with no nuclear tradition whatever, is a long process, almost as long as the very operation of such an investment.

The author analyses the notion of civil service with regard to a group of employees of the government administration (public officials) for whom a special law exists, set out in the Constitution. Due to the vagueness and diversity of terms used both in the Polish Constitution and in legal acts, there are disputes in the judicature and doctrine as for the scope of this law. These disputes are difficult to resolve also due to the multitude of organisational forms of public institutions. The article presents in detail problems related to this issue, and it focuses on system flaws that make it impossible to standardise the rights and responsibilities of officials, complicate the legal system and add to its inconsistency.

Business activity related to sales and economic relations in the gas and electric energy market is subject to far reaching limitations, due to other numerous values in the society that call for special protection. These are health and life of people, their wellbeing and the right to use energy, considered as common good, energy security or sustainable development. That is why the gas and electric energy sector is regulated and is subject to far reaching limitations on business activity at its every stage, i.e. starting, conducting, or even resignation from it.
