The article takes the issue of local government evolution under the influence of local governance and networked governance conceptions. Its purpose is to determine the changes in local government in respect of: functions, methods to provide the public services and relationships with citizens. Research shows that Polish municipalities have numerous functional relations with external parties. Still, local leaders do not accept network in the local policy.

Article describes the issues of shaping the structures of local government administration considering new concepts of public management. Attention will be focused on governance, which determines two paradigms of public administration: public administration aimed at cooperation and organized in a network manner. Will evaluate the degree of their impact on the structure of local government administration in Poland. Further considerations will aim to identify the relationship between the quality of governance and administrative structure of local government. The quality of governance is recognized (by the World Bank) in six dimensions of good governance, which is a function of appropriately shaped bodies. Striving to meet the criteria of good governance may involve restrictions on the use of cooperation and networking paradigms.

Artykuł podejmuje problematykę kształtowania struktur administracji samorządowej w świetle nowych koncepcji funkcjonowania sektora publicznego. Uwaga została skoncentrowana na współzarządzaniu, które wyznacza dwa paradygmaty administracji publicznej: administrację publiczną ukierunkowaną na współpracę oraz zorganizowaną w sposób sieciowy. Ocenie poddany został stopień ich wpływu na kształtowanie struktury administracji samorządowej w Polsce. Dalsze rozważania miały na celu identyfikację związku pomiędzy jakością rządzenia a strukturą administracyjną samorządu terytorialnego. Jakość rządzenia ujmowana jest (za Bankiem Światowym) w sześciu wymiarach dobrego rządzenia, które z kolei jest funkcją odpowiednio ukształtowanych instytucji. Dążenie do spełnienia kryteriów dobrego rządzenia może wiązać się z ograniczeniami w stosowaniu paradygmatów współpracy i sieci.

The article characterises the concept of good governance nad there are presented examples of its measurement at the national level and the voievodship level. It shows the impact of good governance on the quality of governance and the effectiveness of development management. For these reasons, the content of regional strategies for economic and social development have been analyzed. Analysis aim was to identify the planned activities for the implementation of the principles of good governance.

Performance measurement in public organisations became widespread after the introduction of New Public Management, with its focus on the effects of public activities. Managing by results started to be used by many countries’ local government units, which began – either on their own initiative or within the framework of national systems – to define, measure and compare the efficiency of public services. European and American experiences as regards measuring the results of their activity, including the quality of public services, are plentiful and varied. This paper presents the nature of performance measurement systems at the local level functioning in a few selected European and American countries (Great Britain, France, Sweden, Italy, Spain, Germany, U.S. and Canada). The purpose of the paper is to identify the Polish experience in measuring local government performance against the background of foreign concepts.

Profesjonalne kadry administracji samorządowej stają się jej kluczowym elementem, pozwalają bowiem na sprostanie stale rosnącym oczekiwaniom obywateli. Pociąga to za sobą konieczność poszukiwania nowych rozwiązań działania, adekwatnych do zaistniałych uwarunkowań funkcjonowania administracji. W artykule podjęto rozważania dotyczące zarządzania zasobami ludzkimi administracji samorządowej w świetle obowiązujących regulacji prawnych. W tym celu analizie poddano zapisy ustawy o pracownikach samorządowych. Wskazano na ich słabości wynikające z pominięcia kluczowych elementów omawianego procesu oraz uchybienia w stosowaniu instrumentów i ich przyczyny.

Professional local government administrative staff is becoming a key element in meeting the continuously growing expectations of citizens. This brings with it a need to seek out new solutions adequately meeting existing conditions of the functioning of administration. The article looks at solutions for current human resource management in local government administration in light of legal regulations in force. It is to this end that the provisions of the Act on Local Government Employees are subjected to analysis. Weaknesses stemming from the bypassing of key elements of the discussed process are indicated, as are lapses in the application of these instruments and the reasons behind this.

The paper describes and compares selected methods for measuring the quality of governance and the effectiveness of public administration. These methods are used by international institutions such as the World Bank, the European Central Bank, the International Institute for Management Development, and the World Economic Forum. The analysis is based on reports published by these organizations and takes into account the key criteria of governance process evaluation and types of statistical data used. All these institutions measure governance quality from different angles. The World Bank and the International Institute for Management Development focus on measuring the effectiveness and efficacy of governance processes. The European Central Bank evaluates the quality of public administration, while the World Economic Forum measures the efficiency of public institutions. The paper offers a comparative analysis of all these methods, using Person’s correlation coefficients and a grading procedure. Despite different criteria used similar governance quality indicators were obtained. The indexes given by the authors have diagnostic and informative value and offer a comprehensive picture of governance quality.

The article deals with the issues of the innovations implemented in public transport. Their theoretical background was defined in the form of the latest concepts of territorial development: the theory of sustainable development, circular economy, and smart city. The examples of innovations quoted above have been analysed in terms of their impact on: the local community, the environment, health, safety, and economic and social aspects. The main conclusion drawn from the analysis is that technical innovations in public transport contribute to improving mobility, the comfort and safety of commute, and, at the same time, have a positive impact on the environment.

The following article presents the results of a study investigating employment of private and non-governmental organisations in Polish municipalities as providers of versatile public services and the resulting nature of the relationship among the latter. The passing of legislation that requires or allows delivering public services through non-public entities triggered the development of a contract culture in municipalities. The resultant relationship may be either of a competitive (mainly technical services market) or cooperative (social services) nature. The research findings support the hypothesis that larger municipalities have better developed processes of contracting public services.
