Artykuł stanowi prośbę zaprezentowania wieloaspektowej istoty decentraliza-cji władzy publicznej. Konstytucyjna zasada decentralizacji władzy wyrażona w ustawie zasadniczej z 2 kwietnia 1997r. zajmuje wysoką pozycję w katalogu zasad ustrojowych Rzeczypospolitej Polskiej. Praktyczne zastosowanie decen-tralizacji wymaga jednak zapewniania szeregu gwarancji prawnych i politycz-nych. Jedną z kluczowych gwarancji decentralizacji władzy publicznej jest po-szanowanie suwerenności wspólnoty lokalnej korzystającej periodycznie z in-strumentów demokracji pośredniej (wybory) i bezpośredniej (referenda).

The article attempts to present a multi-aspect nature of decentralization of power. The constitutional principle of decentralization of power set forth in the Constitution Act of 02 April 1997 ranks highly in the catalogue of the system principles of the Republic of Poland. However, the practical application of decentralization requires a number of legal and political guarantees. One of the key guarantees of decentralization of power is the respect for independence of a local community in taking avail of instruments of indirect and direct democracy (elections and referendums, respectively).
