Sytuacja na rynku pracy w Polsce świadczy o tym, że niedopasowanie między podażą i popytem ma przede wszystkim charakter strukturalny. Wskazuje to na konieczność poprawy skuteczności stosowanych dotychczas w praktyce programów aktywnej polityki rynku pracy. Celem artykułu jest przeprowadzenie analizy i ocena efektywności podstawowych form aktywizacji zawodowej stosowanych w Polsce w latach 2005–2011. Ocena efektywności będzie przeprowadzona zgodnie z metodologią stosowaną w Polsce, tj. na dwóch płaszczyznach – efektywności zatrudnieniowej i efektywności kosztowej. Dla osiągnięcia celu zaprezentowano także teoretyczny aspekt interwencji państwa na rynku pracy. W dalszej części opracowania zostaną pod-dane analizie dane prezentowane w raportach MPiPS za lata 2005–2011.
Utrwalenie się procesu odtwarzania pokoleń na poziomie poniżej prostej zastępowalności pokoleń (wyraźny spadek wskaźników dzietności do niskich poziomów), a jednocześnie wydłużania się życia ludzkiego i wzrost aktywności zawodowej kobiet w krajach Unii Europejskiej to cechy zjawiska określanego mianem nowej demografii Europy. Zjawisko to istotnie wpływa na aktualną politykę gospodarczą krajów unijnych, ale stanowi także ważny problem związany z kształtowaniem przyszłego wzrostu i rozwoju gospodarczego krajów unijnych. Celem artykułu jest przedstawienie i analiza zależności między dzietnością a aktywnością zawodową kobiet w Polsce i innych krajach Unii Europejskiej w latach 2004–2014. W artykule przeprowadzono przegląd teorii dotyczących wpływu posiadania dziecka na aktywność zawodową kobiet oraz analizę danych statystycznych Eurostatu z wykorzystaniem prostych metod statystycznych i współczynnika korelacji Pearsona. W odniesieniu do Polski wykorzystano wyniki raportu Bilans kapitału ludzkiego w Polsce (2015) obrazującego wpływ liczby dzieci na aktywność zawodową kobiet. W wyniku przeprowadzonych badań stwierdzono, że w zdecydowanej większości krajów UE wskaźnik zatrudnienia kobiet jest silnie związany z poziomem dzietności, a w przypadku Polski dodatkowo istotne znacznie dla aktywności zawodowej kobiet ma liczba dzieci – im wyższa jest liczba dzieci, tym niższa aktywność zawodowa kobiet.

The “new demography of Europe” is characterised by consolidation of the recovery process of generations below the generational replacement level (a pronounced decline in fertility rates to low levels), a longer human life span and increased professional activity among women. The new demography has been affected to a great extent by the current economic policies of EU countries, as well as the problems they have had providing for future growth and economic development. The aim of this article is to present and analyse the relationship between fertility and women’s professional participation in Poland and other EU countries in the period 2004–2014. The article contains a review of theories addressing the impact of having a child on the professional activity of women and an analysis of data from Eurostat statistics using simple statistical methods and Pearson’s correlation coefficient. The results of the report Bilans kapitału ludzkiego w Polsce (The Study of Human Capital in Poland, 2015) show the influence of the number of children on the economic activity of women. As a result of the study, it is indicated that in the vast majority of EU countries, the employment rate for women is strongly linked to fertility levels. In Poland’s case, moreover, the number of children a woman has is a key factor in her economic activity – the higher the number of children, the lower her economic activity will be.
The aim of the article is an attempt to answer the research question: Is the relief for young people in the PIT tax introduced in August 2019 and modified in the following years implementing the concept of distributive justice and how? and guiding questions: What is the purpose of the youth relief and benefits for a privileged taxpayer? Has the objective of the tax relief been achieved in the examined period 2019-2022? The conducted analysis of the youth relief confirmed that its structure implements the concept of distributive justice. The relief has a clearly defined socio-economic goal, such as: reducing unemployment among young people, faster entry into the labour market and promotion of certain forms of employment. These goals were not achieved in the analyzed period, and the reasons for this state of affairs can be found in the Covid-19 pandemic, during which young people lost their jobs in the first place. The analysis of tax benefits shows that its value is falling, and it has definitely decreased after the entry into force of the tax reform of the Polish Order. It is postulated to extend the relief to all young people up to the age of 26, even at the cost of lowering the relief limit. This will allow, in the worsening situation of the Polish economy, to create equal conditions of competition on the labour market for young people starting their professional activity.

Celem artykułu jest próba odpowiedzi na pytanie badawcze: Czy i jak ulga dla młodych funkcjonująca na gruncie podatku PIT wprowadzona w sierpniu 2019 roku i modyfikowana w kolejnych latach realizuje koncepcję sprawiedliwości dystrybutywnej? oraz pytania pomocnicze: Jaki jest cel ulgi dla młodych i jakie korzyści generuje dla uprzywilejowanego młodego podatnika na przykładzie umowy o pracę? Czy cel ulgi w badanym okresie 2019-2022 został zrealizowany? Przeprowadzona analiza ulgi dla młodych potwierdziła, iż jej konstrukcja realizuje koncepcję sprawiedliwości dystrybutywnej. Ulga ma określone cele społeczno-gospodarcze, tj. zmniejszenie bezrobocia wśród ludzi młodych, szybsze wejście na rynek pracy oraz promowanie określonych form zatrudnienia. Cele te nie zostały w badanym okresie zrealizowane z powodu m.in. trwającej w tym czasie pandemii COVID-19, podczas której młodzi ludzie w pierwszej kolejności tracili pracę. Analiza korzyści podatkowych wykazuje, iż jej wartość spada, a zdecydowanie zmniejszyła się po wejściu w życie reformy podatkowej Polski Ład. Postuluje się objęcie ulgą wszystkich osób młodych do 26. roku życia, nawet kosztem obniżenia limitu ulgi. Pozwoli to w razie pogarszającej się sytuacji polskiej gospodarki stworzyć jednakowe warunki konkurencji na rynku pracy dla osób młodych rozpoczynających swoją aktywność zawodową.
Disadvantageous social & demographic trends in the European Union, in particular, ageing of the society and the decrease in the reproduction, force a public debate focused on conditions which could promote linking of the professional life and the family life. One of significant elements of the family promoting policy must be employment market situation adjusted to the needs of women, who must work and face the family issues. A substantial matter for women, who are mothers, is liquidation of obstacles arising from the return of women to the employment market. Giving birth must not mean falling out of the market and the long-term unemployment. Previous efforts made in Poland have failed. Even worse, the latest data regarding the unemployment rate originating from the MPiPS (Ministry of Labor and Social Policy) show that at the end of the first half 2012, the unemployment record contained data of 211 thousands women who did not return to work after they had given birth. This is by 18 thousand more than in 2011 and by 36 thousand more compared to 2010. Moreover, in Poland, when a woman returns to work after the expiration of the maternity leave, a guarantee of getting her job back is limited (art. 1832 Labor Code); she is not protected from a dismissal. The goal of this paper is an assessment of Polish mothers-managers situation, including situation of women who run their businesses, returning to the employment market after giving birth. The results are based on own survey. To achieve the goal the impact of changes on the employment market in the twenty first century on the contemporary family model was described. A previous model, so called single breadwinner, that is a traditional family model with a man being the sole person who works, is no longer valid. Moreover, there were enumerated factors, which affect the professional activity of women-mothers, on the basis of research in the framework of the scientific project “Social Diagnosis 2000-2009”. They proved that having a baby means nearly 100% increase in the professional activity of fathers and the decrease in the professional activity of mothers by 75%. In order to achieve the goal the following methods and analysis were used: the descriptive method, comparative analysis and the critical analysis of results. The analyses were based on own studies carried out from May to July 2012. The subject of the study was a group of 263 women. All of the women had children, they were professionally active and all of them were hired on managerial positions or they run their private businesses. The women lived in Jelenia Góra, Kamienna Góra and Wałbrzych poviats. The survey aimed to diagnose the situation of women who had children on the employment market and to assess the impact of having children on the professional status. The survey proved that mothers-managers stay beyond the employment market no longer than the statutory time of the maternity leave. More than 70% women did not use the right to the child care leave and the remaining approx. 30% women resigned the leave after 3-6 months. The women explained that they were worried about losing their jobs, losing incomes, and in the future, having lower pensions. Finally, they were worried that their skills would become poor which could negatively affect their chances for professional promotion. It should be mentioned that 62% women established their businesses having in mind the problems which occur after giving birth or no chance to be employed, in particular until a child is 4 years old. In the light of such results of the survey the author concludes that the extension of the maternity leave time may not be accepted by women who take managerial positions and those who run their own businesses. However, other changes are desired (presented in the conclusions section) e.g.: setting up a chain of day nurseries, kindergartens and common rooms open till 8 p.m., setting up a chain of easily accessible services which decrease the liabilities of women in terms of housework, setting up complex work-life programs, promotion of flexible work time and modern forms of employment (e.g., telecommuting, like in France which implemented a tax relief for mothers who choose this form of employment, or possibility to work partially at home), and, which is very significant, promotion of the social acceptance for men’s engagement into child care and family duties.
Niekorzystne trendy społeczno-demograficzne w Unii Europejskiej, a w szczególności sta-rzenie się społeczeństwa i spadek dzietności zmuszają do zmiany polityk prorodzinnych. Jednym z elementów polityki rodzinnej jest system podatkowy, który może być wykorzystywany do wsparcia określonych zachowań w gospodarstwie domowym. Szczególnego znaczenia nabierają tu ulgi prorodzinne, które stanowić mogą istotny instrument łagodzenia poziomu fiskalnego rodziny, w obliczu zwiększonych kosztów jej funkcjonowania w przypadku posiadania dzieci. Celem artykułu jest prezentacja i próba oceny stosowanych w Polsce instrumentów wsparcia rodziny w podatku dochodowym od osób fizycznych (PIT). Przeprowadzono też analizę kwot preferencji podatkowych skierowanych do rodzin w Polsce w latach 2005–2011. Autorka zauważa, iż polski system podatkowy zawiera jedynie dwa elementy konstrukcji po-datkowych o charakterze prorodzinnym: ulga na dzieci jako odliczenie od podatku oraz wspólne rozliczenie osób samotnie wychowujących dziecko z dzieckiem. Kształt obecnej ulgi na dzieci jako odpis od podatku sprawia, że im więcej dzieci posiada rodzina, z tym mniejszych ulg korzysta. Paradoksalnie więc ulga na dzieci wspiera głównie rodziny o znacznych dochodach, w przypadku których aspekt podatkowy prawdopodobnie nie ma większego znaczenia przy planowaniu liczby posiadanych dzieci. Zdaniem autorki, warte rozważenia jest zmodyfikowanie istniejącej w Polsce ulgi prorodzin-nej w taki sposób, aby jej część lub całość była powiązana z kosztami ponoszonymi przez rodzi-ców na opiekę i edukację ich dzieci, a jednocześnie jej wykorzystanie uzależnić od aktywności zawodowej obojga rodziców.

Disadvantageous social & demographic trends in the European Union, in particular, ageing of the society and the decrease in the reproduction force a change in family policy. Tax system is an instrument of family policies which may be used to stimulate specific household decisions related to employment and childbearing. In this regard, family-oriented allowances, reliefs and special taxation rates are of special importance as they can significantly reduce the tax burden of a family as its overall expenditure growths along with procreation. The purpose of this article is to present and test evaluation instruments used in Poland sup-port the family in PIT. An analysis of the statistical data of the amounts of tax preferences targeted at families in Poland in 2005–2011. The author notes that the polish tax system includes only two elements of pro-family charac-ter tax structures: child relief – in form of deduction from tax and a joint settlement of tax by individual parent with a child. Form of the present child tax relief (form of deduction from tax) makes that the higher number of children in a family the lower tax relief is. Paradoxically, there-fore, relief for children supports mainly families with substantial income, where the tax aspect probably does not matter much when planning the amount of children they have. According to the author, it is worth considering in Poland to modify an existing family al-lowance in such a way that its part or the whole should be linked to the costs incurred by parents on the care and education of their children, and at the same time – dependent on professional activity of both parents.
Family life may become a hindrance to a career, most frequently so for women, and intense professional development is usually in a clear collision with our private life and family obligations. The demographic crisis in many EU countries enforces the development of both EU-wide proactive measures to improve the possibilities for life-work balancing and the national action plans to alleviate the career-family conflict. The article presents and evaluates the results of EU research on the perception of life-work balancing possibilities and concludes with pointing out the areas that should get accounted for in the European employment policies.
A number of available studies demonstrate that re-entering the labour market after childbirth is difficult for the new mothers, and taking care of their child until it reaches the kindergarten age (4 y.o.) too often means an irreversible departure from the labour market towards chronic joblessness. The article attempts to diagnose the situation of new mothers trying to re-enter the labour market on the basis of both nation-wide Polish studies and the author's own local surveys. On this basis, the author attempts to identify the most desirable changes to be introduced.
The position of women on the labour market is different from that of men so gender - but also age - are characteristics that differentiate those two groups in the labour market statistics. The article presents a diagnosis and an attempt at evaluation of the situation of working-age people at the Polish labour market with regard to gender and age. This objective is furthered by a discussion of the factors affecting employment activity as well as of the economic theories on female- and male-specific behaviours at the labour market. The data used in this article come from the GUS (Central Statistical Office of Poland) database as well as from Edition 3 (2012) of the Bilans Kapitału Ludzkiego [Study of Human Capital in Poland] report.
W Polsce oraz wielu innych krajach UE sytuacja ludzi młodych na rynku pra¬cy znacznie się pogorszyła po kryzysie w 2008 roku. Dotychczas uważano, że szczególnie dobrą pozycję na rynku pracy mają osoby młode z wyższym wykształceniem. Po 2008 roku sytuacja ta zmieniła się diametralnie, a w Polsce odnotowano szczególnie silny spadek stopy zatrudnienia i wzrost stopy bezrobocia osób młodych z wyższym wykształceniem. Celem artykułu jest diagnoza i próba oceny sytuacji osób młodych w wieku 15-24 lata na rynku pracy w Polsce po 2008 roku i wybranych krajach UE. Dla zrealizowania celu dokonano także przeglądu wybranych współczesnych teorii rynku pracy. W podsumowaniu zawarto syntetyczne wnioski z przeprowadzonej analizy oraz podjęto próbę wyjaśnienia tego stanu na gruncie omówionych współczesnych teorii rynku pracy. In Poland and many other EU countries, the situation of young people in the labor market deteriorated significantly after the crisis in 2008. Until now it was thought that a particularly good position on the labor market in May young people with higher education. After 2008. Situation has changed dramatically, and in Poland recorded a particularly strong decline in the employment rate and an increase in the unemployment rate of young people with higher education. The aim of this article is to diagnose and attempt to assess the situation of young people aged 15-24 in the labor market in Poland after 2008 and selected EU countries. To the attainment also reviewed some contemporary theories of the labor market. In summary contains synthetic conclusions from the analysis, and an attempt to clarify this situation on the ground discussed contemporary theories of the labor market.
