The presented article discusses important questions related to the process of selection for executive positions in local government units. It is the practical methodology of filling such positions in these organizations that is the prime and most important dimension of shaping the human capital management paradigm.

The article discusses subject of the organizational culture and understanding the strong role it plays in organizations from the point of view in regard to the human capital management. Basically, culture is comprised of the assumptions, values, norms and tangible signs (artifacts) of organization members and their behaviors. It encourages employees to identify their goals with company goals, promotes knowledge sharing lead to increased competencies and team's effectiveness. The most significant thesis of the article says that organizational culture plays an important role in the process of knowledge management. Main conceptions of corporate culture as understanding, meaning, the most important aspects indicated changes which should be stimulated by transformation of organizational culture and ways of shaping, were shown.

The aim of the paper is to present and explain the important role and meanings of projects for modern organizations. The particular attention was paid on differing project's features and premises that substantiate incremental interest of project management methodic of diagnosis key conditionality, which has fundamental meaning for correct planning of project venture. Important element of led analysis was presenting and discussing project limitation and key processes related with project preparation phase. A very significant accent of led consideration are recommendations for management practice related with identifying the needs, expectations and stakeholders influence on project success, as well as calling particular attention on benefits gained by organizations due to realized project.

The article attempts to thoroughly discuss and interpret actions and mechanisms strictly related to corruption, associated with the abuse of authority, mandated responsibilities and decision-making competences. The author discusses broad understanding of the notion of corruption, provides his own definition of corruption and presents substantive arguments to justify his reasoning and perception of specific events and processes. In his article, the author also analyses the proceedings patterns which are characteristic of the so-called legal corruption. Special attention is paid to the motives and objectives of actions taken, as well as the consequences of such practices. In the later part of the study, the premises and circumstances are discussed, which are significant for the abuse of power qualified under the provisions of Article 231 of the Criminal Code.

The aim of the paper is to present and explain the key factors which play an important role in project management. Project success can be defined and analyzed from the various points of view, also from the perspective of a project product. Analyzing the conditionality and key factors which are most conducive to the achievement of a successful project, the particular attention was paid to the factors appearing in surroundings and resulted from external stakeholder influence on a project, which can't be predicted and controlled. The second area of discussed issues is related with the correct project planning, which helps to coordinate action on the realization of established purposes. The conclusion can be expressed by the statement that crucial success factors should be perceived in complex approach, noticing mutual interactions and feedbacks occurring between them.

The particular attention was paid firstly to appropriate defining the fundamental goals and secondly to the explanation of the issues concerning the rank of identifying project stakeholders, analyzing their needs, role and impact, which have significant influence on project management. Projects are characterized as unique and complex processes undertaken to achieve a desired outcome, in accordance with defined objectives in terms of the main project limitations as the range of project, budget (cost), time and quality. The main idea of this paper is to present the method of developing a project plan, which includes defining and confirming the accurate project goals and objectives, identifying tasks and monitoring how goals are achieved, quantifying the resources needed, and determining budgets and timelines for completion. When planning the project, it is also vital and necessary to take into consideration the key role of project stakeholders. The paper broadens the understanding of the main problems related with project planning, moreover, it enables to gain the knowledge of methodics, which allows to develop essential skills, indispensable for modern managers who are responsible for project management.

W artykule przestawiono kompleksowe rozważania i analizy przybliżające do lepszego poznania i zrozumienia mechanizmów korupcyjnych, jakie powszechnie występują w procesach zarządzania. Na wstępie scharakteryzowano różne ujęcia definicyjne omawianego zjawiska, akcentując jednocześnie, że wzorce zachowań określane mianem k o r u p c j a nie zawężają się wyłącznie do czynów zabronionych przez prawo. W dalszej części pracy zwrócono uwagę na postrzeganie omawianych problemów z perspektywy podważania zaufania do państwa i jego organów. Podkreślono przy tym, że każda arbitralna i uznaniowa decyzja podejmowana przez organy władzy publicznej może być oceniana z punktu widzenia przestrzegania zasad sprawiedliwości społecznej i równego traktowania. Następnie wnikliwie omówiono cele i znaczenie realizowanych czynności o charakterze analityczno-informacyjnym, które służą rozpoznawaniu praktyk korupcyjnych. The article presents comprehensive deliberations and analyses bringing closer view to better cognition and understanding of the corruption mechanisms which constitute general practices appearing in management processes. Firstly, different definitional approaches to the discussed phenomenon are characterized, stressing simultaneously that patterns of behaviours described as c o r r u p t i o n are not narrowing exclusively to actions forbidden by the law. Hereinafter the attention is paid to perceiving analyzed problems from the perspective of undermining trust to the state and its organs. It was emphasized that each arbitrary and discretionary decision made by public authorities could be assessed from the point of view respecting adherence to the principles of the social justice and the fair treatment. Next, the aims and significance of carried out analytical- information activities which are devoted to recognizing and identifying corruption practice are thoroughly discussed which are devoted to recognizing and identifying corruption practice. Finally, the article presents methods of proceedings which enable versatile diagnosis and appropriate understanding the essence as well as the complexities of examined phenomena and processes.

W artykule przedstawiono rozważania i analizy dotyczące uwarunkowań i przesłanek mających znaczenie dla procesów identyfikacji oraz oceny wybranych decyzji i wzorców postępowania, które umożliwiają dokonanie podziału na czyny karalne i legalne praktyki korupcyjne. Na wstępie poddano analizie rozumienie pojęcia k o r u p cja na gruncie ustawy o CBA i zwrócono szczególną uwagę na istotne zwroty oraz sformułowania opisujące określone czyny. W dalszej części pracy zostały wyszczególnione i omówione charakterystyczne cechy korupcji. W tym miejscu podkreślono znaczenie tego zjawiska dla systemu władzy i funkcjonowania tzw. układów zamkniętych. Następnie podjęto próbę wskazania przesłanek podziału na karalne i legalne formy praktyk korupcyjnych, z uwzględnieniem decyzji w sprawach kadrowych i gospodarczych odnośnie do przepisów kodeksu karnego, a ponadto z punktu widzenia możliwości dowodowego wykorzystania materiałów pochodzących z kontroli operacyjnej. At the beginning, the concept of corruption under the Act on theCentral Anticorruption Bureau was analyzed, paying special attention to important phrases and formulations describing specific acts. In the further part of the work, the characteristic features of corruption were presented and discussed. At this point was emphasized the importance of corruption for the system of power and the functioning so-called closed systems. Then was made an attempt to indicate the premises for the division into punishable and legal forms of corrupt practices, taking into account personnel decisions and regarding economic matters in reference to articles of the penal code, and also from the point of view the possibility of using materials from operational control. The summary stresses the fact that final and binding decisions as concerns the assessment of certain actions as illegal or legal forms of corruption belong to the judiciary (court power).

The purpose of this study is to present diagnosis and analysis concerning change management processes, paying particular attention to preparation phase and methods of implementing organizational changes. In 2009 the two valid Acts regulating the principles of public-private partnership in Poland came into effect. Entered the new legal solutions became important causative impulse opening the row of new opportunities of undertaking the cooperation between public sector and private investors. The subject of public-private partnership is shared completion of a projects based on the division of tasks and risks among the public entity and the private partner. In the article the author refers to key issues concerning the benefits form partnership of pu- blic and private entities in the new regulatory environment. The particular attention was paid on complex approach for deployment of PPP projects, identifying important dimensions and forms of possible cooperation, and underlying the potential barriers arising out of inaccurate statutory regulations, and possible risks connected with irregularities at the disbursement of public funds. Analyzing the conditionality and processes related with PPP in Poland were pointed out the crucial factors which are projecting onto chances and prospects of the partnership development.
