As a consequence of the end of the Russo-Turkish War and the decision of the Berlin Congress in 1878, the “Third Bulgarian State” was established in the north of Bulgaria, and the nation inhabiting it entered the path of dynamic development. The initial period of its existence was related to the presence of Russian occupation troops on its territory and the functioning of the Russian temporary administration. In this way, the Russians secured a strong influence on the organisation of the reborn state. The aim of the article is to present the process of establishment of the Russian temporary civil administration and the role of Russians in the process of creating new state structures.

W konsekwencji zakończenia wojny rosyjsko-tureckiej i decyzji kongresu berlińskiego w 1878 r. na północy dzisiejszej Bułgarii ustanowiono „trzecie państwo bułgarskie”, a zamieszkujący je naród wkroczył na ścieżkę dynamicznego rozwoju. Początkowy okres jego istnienia był związany z obecnością na tym terytorium rosyjskich wojsk okupacyjnych i funkcjonowaniem rosyjskiej tymczasowej administracji. Tym sposobem Rosjanie zapewnili sobie silny wpływ na organizację odradzającego się państwa. Celem artykułu jest przedstawienie procesu powoływania rosyjskiej tymczasowej administracji, kierunków jej działalności oraz roli Rosjan w nowo powołanych strukturach.

The article discusses the process of creating political control over the Polish Army in the period from the designation of Tadeusz Mazowiecki to the position of Prime Minister in 1989 until the establishment of institutional and legal solutions in the form of the adoption of the Constitution in April 1997. Its key moments against the backdrop of events are indicated that were taking place in Poland at that time, with emphasis on how the aid was provided to the Polish authorities by external factors. This process was not without conflicts, and its completion was possible to a large extent thanks to the help provided by the governments of Western countries and Euro-Atlantic institutions.

W artykule omówiono proces tworzenia politycznej kontroli nad Wojskiem Polskim w okresie od chwili desygnowania Tadeusza Mazowieckiego na stanowisko prezesa Rady Ministrów w 1989 r. do momentu ustanowienia rozwiązań instytucjonalno-prawnych w postaci przyjęcia ustawy zasadniczej w kwietniu 1997 r. Wskazano jego kluczowe momenty na tle wydarzeń politycznych, które zachodziły w tym okresie w Polsce z wyeksponowaniem pomocy udzielonej władzom polskim przez czynniki zewnętrzne. Proces ten nie przebiegał bezkonfliktowo, a jego zakończenie w dużym stopniu było możliwe dzięki pomocy udzielonej przez rządy państw zachodnich i instytucji euroatlantyckich.

The last German Emperor Wilhelm II Hohenzollern was a figure who aroused and still arouses a significant interest of historians. Being one of the most powerful rulers of his times he has left a strong imprint on world politics. Thanks to his efforts Bulgaria had tied its fate with Germany and joined the First World War. During the summer of 1915 this issue was one of the priorities of the German foreign policy in which he took an active part as a ruler of Germany.

Ostatni cesarz Niemiec Wilhelm II Hohenzollern należy do grona postaci, które budziły i nadal budzą żywe zainteresowanie historyków. Będąc jednym z najbardziej wpływowych władców swoich czasów odcisnął on silne piętno na polityce światowej. Dzięki jego postawie podczas pierwszej wojny światowej Bułgaria związała swoje losy z Niemcami. Kwestia ta latem 1915 r. była jednym z priorytetów niemieckiej polityki zagranicznej, w której aktywny udział brał władca Niemiec.
