The evolution of development studies seems to lead to the metaeconomic approach. The aim of development policy from this point of view is the development order of transformation, integration and globalisation processes. Relations between measures, theories, and policy of development have an evolutionary character. This evolution appears to lead to a meta-economic theory and policy of development. This meta-economic approach of development processes finds its justification in the gradual change of modern science’s paradigm and creates the possibility of a rational reaction for changing circumstances. This means multifaceted concepts of development processes and leads to straightforward relations between strategy, development policy, and macroeconomics.

Współczesne procesy rozwojowe mają wielowymiarowy, cywilizacyjno-kulturowy, społeczno-polityczny, ekologiczno-przestrzenny, ekonomiczny oraz techniczno-gospodarczy charakter. Konsekwencją tej wielowymiarowości jest interdyscyplinarna natura podstawowych wyzwań rozwojowych. Oznacza to konieczność podejmowania zróżnicowanych, a równocześnie współzależnych decyzji rozwojowych, co stwarza skomplikowaną z metodologicznego punktu widzenia sytuację. Odpowiedzią na wyzwania rozwojowe jest strategia rozwoju, czyli rodzaj ugody społecznej w odniesieniu do podstawowych dylematów rozwojowych. Jej wybór przesądza zatem o zakresie niezbędnych działań, składających się na szeroko rozumianą politykę rozwojową. Wewnętrznej logiki procesu formułowania strategii i polityki rozwoju nie można więc zastąpić opracowaniem założeń polityki makroekonomicznej, która ma z tego punktu widzenia charakter instrumentalny. Metodyka opracowywania koncepcji rozwoju powinna zatem uwzględniać zarówno odrębność, jak i współzależność strategii rozwoju, polityki rozwoju i polityki makroekonomicznej, co umożliwiałoby ich spójne opracowywanie.

A real dimension of present day development challenges is of civilisational naturę. It results from the fact that contemporary development megatrends seem to lead to the end of the consumer and industrial civilisation. The aim of this study is identification of the new pattems of thinking, acting and social order in the western society. The following issues are discussed: civilisation at the cross-roads, crisis of western consciousness, patterns of „realistic” and „metarealistic” thinking, possible visions of the futurę and perspectives of an alternative society. The study leads to conclusion that perspectives of the new pattems of development are conected with changes in the consciousness of contemporary man.
