Problemy planowania kadr kwalifikowanych i rozwoju szkolnictwa stały się w ostatnich latach przedmiotem szczególnego zainteresowania naukowców różnych dziedzin. W uznaniu roli i znaczenia kwalifikacji dla rozwoju społeczno-gospodarczego kraju podjęty został temat niniejszego opracowania. Podstawową intencją było ukazanie roli i miejsca szkolnictwa w ogólnym systemie społecznym i gospodarczym. Tok badań, a następnie analiza wyników podporządkowane zostały następującym celom badawczym: zaprezentowaniu powiązań systemu kształcenia z gospodarką narodową oraz ocenie skutków wdrożenia reformy edukacji narodowej w wielkomiejskim ośrodku przemysłowym.

It appeared desirable to undertake this research project in view of the role and importance of professional qualifications for the socio-economic development of the state. The basic aim was to point at the role and place of education in the overall socio-economic system. Both the course of researches and next results Of analysis were subordinated to two research targets: presentation of ties between the education system and the national economy (part 1 and 2), and assessment of consequences ensuing from introduction of the national education reform in a big urban industrial centre (part 3). Against the background of socio-eoonomic conditions accompanying development of education, the main attention was focussed on construction of the regional model of education and employment of skilled labour. The term "model" refers here to a construction revealing the most important characteristics. It was presented in two variants, i.e. for the older and the reformed schooling systems (Fig. 2 and 3). This model represents an attempt at correlating demand and supply approaches in the field of planning education. In order to verify the model there was made a projection concerning inflow of graduates of secondary-level schools to the national economy in Łódź according to two variants. The first variant (A) assumes extrapolation of the old schooling structure i.e. the one functioning at the present time. There were estimated sizes of streams of graduates from primary, grammar, and vocational schools of the secondary level until 2000. The second variant of the projection (B) takes into account the most essential solutions provided by the educational system reform in the period of its launching (1978-199O). There were estimated sizes of stroams of graduaťes from basic vocational schools of the new type (the so-called professional specializations offered after 8th grade of the reformed school), common 10-year secondary schools, schools of directional specialization, and all types of professional courses (1 to 5 semesters). The projection of graduates inflow takes into account the influence exerted by migration of pupils to Łódż and from Łódź which was expressed by means of migration coefficient M. Results produced by variants A and В of tho projection allowed to estimate quantitative effects of the schooling- -system reform in Łódź and effects of its introduction in the form of size of streams enriching the labour market.

The analysis of utilization of personnel with secondary school and basic vocational education background was performed on the basis of results furnished by census of personnel employed in the socialized economy performed in 1973. Against the background of the personnel structure according to the selected levels of education there was examined the degree of correspondence between employment on a given job requiring a given level of education and the achieved level of education. The analysis revealed a deficit of personnel with academic background amounting to 1.3 per cent in relation to the overall number of the employed, with secondary school background - 6.2 per cent, while among qualified workers it amounted respectively to 16.5 per cent (minimum variant). While discussing the general characteristics of qualified personnel in Łódź, the author devoted much attention to analysis of correspondence between the taught job and the performed job among workers with general secondary or basic vocational education according to groups of jobs. Taking into consideration the specific industrial structure of Łódź, low coefficients of correspondence between the performed and taught job among textile and clothing technicians (56.6 per cent), and among spinners, weavers and the like (52.7 per cent). In the light of the observed irregularities instructural adaptation of personnel with general secondary and basic vocational education to needs of the national economy, on the basis of the projected over all increase in the level of education and degree of saturation of the national economy with qualified personnel, and taking account of the rational employment criteria the author formulates conclusions aimed at the employment and education policy.

Development of the social infrastructure in Lodz urban administrative province is discussed in the article against the bасkground of the social infrastructure in Warsaw and Cracow administrative provinces in the years 1975-1978. The functioning of the social infrastructure was analyzed with application of many indices characterizing the degree to which the area is equipped with infrastructural facilities and evaluating the functioning of these facilities. The performed analysis based on basic trends of transformations in the demographic and socio-professional structure in Lodz administrative province allowed to emphasize the role of human factor information of the social infrastructure as well as general principles of planning infrastructural facilities in spatial systems.
