In the late twentieth and early twenty-first century there was a political mobilization of states built on the model of nationalistic. This trend is very clear especially in the area of Central and Eastern Europe and in Central Asia. Any attempt a new organization of the semantic concepts of statehood, citizenship, nationality, country, nationalism, ethnos, ethnic minority, diaspora, migration, etc. Showed all the imperfections and archaic conceptual apparatus used in the social sciences. Polemics calls, for example, the issue of categorization: whether Russians outside the Russian Federation should be considered diaspora, even though formally they left their country of residence, or the Russians in the former Soviet states are a classic example of a national minority and that instead the term the Russians would use the term Russian-speaking minority? Management diaspora, national and ethnic minorities, peeled by the state ethnic policy ideas have consequences in the regional and global scale, especially in the area of national and international security, economic, social and demographic and even civilizational and cultural.

State leadership in Russia is determined by historical and cultural as well as by legal and institutional premises. !e analysis of ways of obtaining legitimacy by state leaders of the Russian Federation is a borderline issue of political science, sociology, and history. !e conditions that favor the creation of the archetype on the Russian ground are undoubtedly: extremely centralized political power in Russia (one central decision-making center whose decisions were arbitrarily arbitrary), the problem of the enforcement of the rules of the trilateral division of power (the legislative sphere dominated the legislature), the low level of control Social rulers (lack of effective legal mechanisms to verify the effects of their activities), paternalism of the leadership system and low participation of representative institutions in public life. !e aim of the article is to situate in the field of considerations about the archetype of Russian power the concept of Yuri Pivovarov, according to which not only civilization baggage and the immaturity of civil society have decided the legitimacy of the state leadership of the Russian Federation. According to him, the problem of the participation of the political elite in the redistribution of goods (and the low level of participation of citizens in the process of ownership separation) is of significant importance. According to the theory of the Russian political scientist, the basis for understanding the phenomenon of Russian state leadership is the combination of elements of archetypal leadership with a proper interpretation of the relation of freedom – property.

Przywództwo państwowe w Rosji determinowane jest zarówno przez przesłanki historyczno-kulturowe jak i prawno-instytucjonalne. Analiza sposobów pozyskiwania legitymacji przez przywódców państwowych Federacji Rosyjskiej jest zagadnieniem z pogranicza politologii, socjologii i historii. Do warunków sprzyjających wytworzeniu na gruncie rosyjskim tego archetypu bezsprzecznie można zaliczyć: skrajne scentralizowanie władzy politycznej w Rosji (jeden główny ośrodek decyzyjny, którego decyzje były z reguły arbitralne), problem z egzekucją zasad trójdzielnego podziału władzy (sfera egzekutywy zdominowała legislatywę), niski poziom kontroli społecznej rządzonych (brak skutecznych mechanizmów prawnych, umożliwiających weryfikację skutków ich działalności), paternalizm systemu przywódczego oraz niski poziom uczestnictwa instytucji przedstawicielskich w życiu publicznym. Celem artykułu jest umiejscowienie w obszarze rozważań o archetypie rosyjskiej władzy koncepcji Jurija Piwowarowa, według której to nie tylko bagaż cywilizacyjny oraz niedojrzałość społeczeństwa obywatelskiego zadecydowały o sposobie legitymizacji przywództwa państwowego Federacji Rosyjskiej. Według niego ogromne znaczenie ma problem udziału elity politycznej w redystrybucji dóbr (i niskiego poziomu partycypacji obywateli w procesie rozdziału własności). W myśl teorii rosyjskiego politologa, podstawą zrozumienia fenomenu rosyjskiego przywództwa państwowego jest połączenie elementów archetypicznych przywództwa z właściwą interpretacją relacji wolność − własność.

As part of its activity, the Russian Federation has formed a vision of selected historical events considered vital for the awareness of political commonwealth. Selected state institutions establish a set of tools to create the policy of remembrance and achieve specific aims through selecting, positioning and popularizing. In this context, a historical policy is pursued holistically and its instruments include both a formal and legal level and a symbolic field embracing infrastructural elements of collective memory and symbolic metaspace. A purpose of the article is to prove that a basic source of Russia’s new founding myth were the experiences of World War II. Historical identifiers that are essential for the Russians’ national and civil identity originate indeed in WWII filling in the empty space formed in result of the politically inspired erosion of collective memory in 1945–1991.

В процессе истории Российской Федерации был создан образ исторических событий, названных ключевыми для политического мировоззрения. Некоторые государственные органы находят способы воздействия на политику памяти и при помощи селекции, позиционирования и популяризации достигают поставленных целей. В әтом контексте историческая политика касается не только формально-правовой сферы, но и символической, состоящей из инфраструктурных әлементов общенародной памяти и символического метафизического пространства. Цель статьи – подтвердить, что основным источником нового первоначального мифа России были последствия II мировой войны. Именно тогда сформировались ключевые фундаменты национального сознания и исторические коды россиян, заполняющие пустоты, появившиеся по политически обусловленной причине әрозии общенародной памяти в 1945–1991 годах.
