In the article attempt was made to identify the strategic challenges and development vision - important social and economic center for the Silesia Voivodeship and the country - which is the Racibórz Powiat. The primary source of knowledge required to develop a strategic challenges and vision for the development are survey research and expert interviews carried out at the turn of first and second half of 2016 in communes of Racibórz powiat.

Taken in period of Polish socio-political system transformation - i.e. after 1989 - restructuring actions against coal mining led to profound changes in life of the miners and their families, thus determining their status and development prospects. It seems that impact analysis of actions taken may affect a better understanding of role that may in the future fulfill the program for creation of the Silesian Centre for Close Mining Changes Monitoring (- further CMZO). This idea has been subordinated contained in this article reflection.

Restructuring actions taken against coal mining lead to changes in area of socio-economic life, affecting the state and prospects of development in country and in Silesia voivodeship. Institutions, methods and tools to monitor coal mining restructuring in the context of the socio-economic environment may indeed overtake and limit effects resulting from this process. On the basis of this thesis in this article were presented mission, programmatic objectives and structure of the Silesian Centre for Close Mining Changes Monitoring (- further CMZO).

The ongoing coal mining reform since 1991 is one of the basic social and economic challenges in Poland. In this context, this article presents research results aimed at, among others, opinions of local government units (- further JST) representatives on the need for creation of an independent expert institution which could monitor, diagnose and overtake the impact of effects of coal mining restructuring on environment. It was equally important obtain impact assessment of mining companies on municipalities / counties where they carry out activities.

The paper in interdisciplinary way presents population change in Silesia Voivodeship. Silesia is an example of dramatic demographic situation as well as social and human capital weakening with profound social effects until 2035. Indicated in the paper multi sectional trends and changes in total balance and natural population movement in Silesia Voivodeship are source of age pyramid reversal process. The result of regressive nature of demographic transition is escalating aging population.
