Expenditures on fixed assets are the main factor of enterprises' development. The levels of expenditures are specified for two groups of enterprises - micro (up to 9 employees) and small (10-49 employees). Conducted analysis resulted in the conclusion that small enterprises reacted more intensive on disadvantageous external conditions in their business operations, rapidly limiting their expenditures on development. In micro enterprises the expenditures are also limited, though to the significantly lower extent. It can be explained in the way that micro enterprises spend money on fixed assets to limit their fiscal obligations.
