The first meeting of the Heads of the Supreme Audit Institutions of the European Union was held at the beginning of the 60’s and since then they have been co-operating in the framework of the Contact Committee. In 1977 the ECA was established and a year later it joined the Contact Committee as its member. The article describes rules of operation of the Contact Committee and its activity over almost two decades.
This year’s meeting, organised on 27-28 June, was hosted in Warsaw by the Supreme Audit Office of Poland. President of NIK Krzysztof Kwiatkowski was the chair of the Contact Committee from October 2018 to the end of the meeting. The main topic discussed was digitalisation and the challenges and opportunities that it produces for Supreme Audit Institutions of the European Union.
In 2018, the European Court of Auditors intends to conduct 47 audits, including twelve so called high priority tasks. The topics of these audits have been selected on the basis of the assessment of main risk areas in the spending of EU funds and in the implementation of the Community policy. The suggestions submitted by the Court’s institutional partners, especially the European Parliament, have also been taken into account.

On 9-10 April 2019, the Liaison Officers of the Supreme Audit Offices of the European Union Member States and the European Court of Auditors gathered in Bucharest. One of the most important issues discussed were the preparations for the meeting of the Contact Committee organised in Warsaw on 27-28 June in Warsaw, with NIK being the organiser.
The European Court of Auditors, during the period that they regard as being of key importance to the European Union, intends to support more effective functioning of the EU, foster its better understanding, and to indicate which solutions in the area of the Union’s expenditures and measures are effective, and which are not.
Preparations for the upcoming meeting of the Contact Committee, including the topic of the seminar dedicated to greater openness of Supreme Audit Institutions (SAIs) to the citizens, the results of working groups, as well as the personal data protection regulation (GDPR/RODO) were the main agenda items discussed at the meeting of the Liaison Officers of the SAIs of the European Union Member States and the European Court of Auditors.
The meeting of the Contact Committee, held on 11-12 October 2018 in Dubrovnik, was dedicated, in the first place, to all the issues related to the improvement of cooperation between the audit institutions and the citizens of the European Union, and openness to their needs. An important item on the meeting agenda was taking over of the position of the Contact Committee Chair by the President of the Supreme Audit Office. President Kwiatkowski will be in this function until the next Contact Committee meeting, to be held in June 2019.
