The new security paradigms show that it is a common matter for all citizens. In order to make the society ready to meet new, often unpredictable threats, it must be subjected to decisive educational actions in this area. Education aims at building a creative, entrepreneurial, independent person who will be confident and aware of his or her behaviour under hazardous conditions. In the education understood in this way, attention should firstly be given to the attributes of the teaching staff - knowledge, attitudes and skills. The teacher prepares generations for future life, shaping at this time the future of the whole society. For this reason, the subject of the presented research has been made the qualifications and competences of the subject Education for Safety (EfS) teachers working in Wroclaw schools. Research problems are included in the question: what are the qualifications and competences of EfS teachers in Wroclaw schools and what are their needs and possibilities in terms of support and development.

Nowe paradygmaty bezpieczeństwa wskazują, że jest ono wspólną sprawą wszystkich obywateli. Aby społeczeństwo było jednak gotowe sprostać współczesnym zagrożeniom, musi podlegać zdecydowanym działaniom edukacyjnym w tym zakresie. Celem szkolnej edukacji na rzecz bezpieczeństwa musi być budowanie człowieka kreatywnego, przedsiębiorczego i samodzielnego, który w warunkach zagrożenia będzie pewny postępowania. Najpierw należy jednak zwrócić uwagę na atrybuty kadry pedagogicznej - wiedzę, postawy i umiejętności. Nauczyciel przygotowując do życia uczniów, kształtuje przyszłość całego społeczeństwa. Z tego powodu przedmiotem prezentowanych badań uczyniono kwalifikacje i kompetencje nauczycieli przedmiotu edukacja dla bezpieczeństwa (EdB) pracujących we wrocławskich szkołach. Problemy badawcze zawierają się w pytaniu: jakie są kwalifikacje i kompetencje nauczycieli EdB we wrocławskich szkołach oraz jakie są ich potrzeby i możliwości w zakresie wsparcia i rozwoju.

The following text is an attempt to look at the issue of safety education implemented in the school environment. It explains what safety is in terms of educational value and outlines the historical development of the education for safety. Basic content and learning objectives pursued in Polish schools were collected, taking into account the changes introduced by education reform announced in 2016. In the last part there are indicated the needs, expectations and opportunities for improving the education for safety. The main purpose of discussion is to identify the areas of education for security, undertaken in Polish schools.

W poniższym tekście podjęto próbę spojrzenia na problematykę edukacji dla bezpieczeństwa realizowaną w środowisku szkolnym. Wyjaśniono, czym jest bezpieczeństwo w ujęciu wartości edukacyjnej, oraz przedstawiono zarys historyczny kształtowania się przedmiotu edukacja dla bezpieczeństwa. Zebrano podstawowe treści i cele kształcenia realizowane w polskiej szkole wraz z uwzględnieniem zmian, jakie wprowadza reforma edukacji ogłoszona w 2016 r. W ostatniej części wskazano potrzeby, oczekiwania i możliwości doskonalenia w odniesieniu do edukacji dla bezpieczeństwa. Głównym celem rozważań jest identyfikacja obszarów edukacji na rzecz bezpieczeństwa podejmowanych w polskich szkołach.

The below text describes issues connected with the functioning of the Public Safety Answering System in Poland. The study indicates the direction of organisational, legal and technical undertakings that serve to build the national system of receiving the emergency calls and also presents statistic data. The basic purpose of the considerations is to set up rules of how the emergency number 112 in Poland should function and to investigate its practical dimension that aims to create an effective system of processing emergency calls. The methodological basis of the considerations is the assumption that the undertakings made within the creation of the operation system of the emergency number 112 contribute to the improvement of their effectiveness.

Poniższy tekst opisuje zagadnienia związane z funkcjonowaniem Systemu Powiadamiania Ratunkowego w Polsce. Opracowanie wskazuje kierunek przedsięwzięć organizacyjno-prawnych i technicznych służących budowaniu ogólnokrajowego systemu odbioru zgłoszeń alarmowych, a także prezentuje dane statystyczne. Podstawowym celem rozważań jest ustalenie zasad działania numeru alarmowego 112 w Polsce oraz zbadanie jego wymiaru praktycznego, zmierzającego do stworzenia skutecznego systemu obsługi wezwań alarmowych. Podstawą metodologiczną rozważań jest założenie, iż przedsięwzięcia podejmowane w zakresie tworzenia systemu obsługi numeru alarmowego 112 przyczyniają się do poprawy jego skuteczności.
