The preservation of digital cultural heritage is a task that every country needs to take charge of. Digitally born cultural objects that are exclusively published on the Internet merit special attention, as these documents are the most fragile. The extent, as well as the complex and changeable nature of the Internet and its most popular service, the World Wide Web represent an extraordinary challenge from archiving point of view. Carrying out the task - or at least parts of it - needs to be based on the long-term and continuous collaboration of various partner institutions: public collections, especially the national library, major Internet and content providers, IT developer institutes and companies, as well as the appropriate governmental bodies. This paper gives an overview of the international issues of Internet archiving and proposes the first steps towards the creation of a Hungarian Internet Archive.

With the widespread use of digital technologies, the balance of the distribution and use of creative works started to lurch. Producers and consumers of cultural products equally feel that the new technologies and the legal stipulations reflecting the old approach have led to the restriction of their rights. The debate between supporters of copyright and those of copy left is sharpening. Libraries, whose mission has been and will always be to ensure free access to scientific and cultural information by all users, while respecting the relevant legal regulations, may become victims of this debate. The study sets out the factors that have provoked the copyright problems of the digital age. The author also outlines possible solutions to be lobbied for by the libraries in order to fulfil their preservation and service tasks while protecting fair use. An interesting initiative is Creative Commons, already introduced in Hungary too, that aims to advocate free culture besides traditional permission culture.

eleMEK is a freely available, modular software system developed in Hungary for the recording and retrieval of metadata of digital documents and for the conversion of metadata into various internationally standardised data exchange formats (XML, Dublin Core, OAI, MARC). The software allows for Hungarian digital archives to join the recently launched National Digital Data Archives initiative as well as to become part of the worldwide semantic web in development phase. eleMEK is a Javabased platform independent system designed on the basis of the experiences of the data management system of the Hungarian Electronic Library. The software was developed with the support of the Ministry of Informatics and Communication, the National Information Infrastructure Development Program and the Hungarian Electronic Library Association. This is the first part of a new series of articles in which independent information experts evaluate some of the most important Hungarian online databanks and other content services relevant to libraries. The survey focuses on the following topics: usability and accessibility of the web interface; features and performance of the search engine; quality and coverage of the content; as well as the availability and format of the metadata. In the current article the authors review three major Hungarian information sources in the field of social sciences. The observations demonstrate the strengths and weaknesses of the products, which will hopefully lead to the further enhancement of the databases by the developers and to their more efficient use by users.
