System punktowy jest metodą podziału dóbr, która należy do metod tzw. sprawiedliwości lokalnej. Ma ona zastosowanie do deterministycznego podziału zbioru jednakowych i niepodzielnych dóbr, w którym uczestnicy podziału otrzymują co najwyżej jedno dobro. Omówione są pożądane, normatywne własności tej metody, zwłaszcza monotoniczność i jej konsekwencje. Podstawowe znaczenie dla własności podziału dóbr ma sposób konstruowania systemu punktowego. Opisane są przykłady zastosowania tej metody.
Analiza kosztów i korzyści ma długą historię, zwłaszcza w Stanach Zjednoczonych. Jej powszechne stosowanie w Europie związane jest z wymaganiami Komisji Europejskiej Unii Europejskiej, aby poprzedzała wybór projektów finansowanych z funduszy unijnych lub była podstawą oceny zrealizowanych projektów. Zamierzeniem autora artykułu jest zwrócenie uwagi na społeczne aspekty tej analizy, gdyż prowadzone analizy ograniczają się jedynie do aspektów ekonomicznych i finansowych.
The article proposes a new type of statistical dependence. Statistical independence of this type means the identity of the frequency order of category choices in all groups. The compatibility between choices will be assessed by means of a diversity measure. A new measure of statistical dependence, its properties and interpretation will be specified.

Artykuł przedstawia propozycję nowego typu zależności statystycznej. Niezależność statystyczna tego rodzaju oznacza identyczność uporządkowania częstości wyborów kategorii we wszystkich grupach. Zgodność między wyborami będzie oceniana za pomocą miary różnorodności. Określona będzie nowa miara zależności statystycznej, jej własności i interpretacja.
Podejmowanie decyzji w organizacjach międzynarodowych jest wieloetapowym, złożonym procesem. W artykule ograniczę się jednak tylko do jednego, najważniejszego etapu, tj. do głosowania nad określoną propozycją, którą można przyjąć lub odrzucić, bądź też do wyboru jednej z dwóch alternatywnych propozycji. Tę pozornie prostą, dychotomiczną decyzję można jednak podejmować za pomocą bardzo wielu metod głosowania, tj. różnych typów większości: zwykłej, bezwzględnej, kwalifikowanej, głosowania wymagającego quorum, głosowania ważonego, głosowania opuszczającego zgłoszenie weta itp. Metody te różnią się swoimi własnościami: jednakowym lub zróżnicowanym traktowaniem uczestników zgromadzenia decyzyjnego, sposobem respektowania praw mniejszości, jednakowym lub różnym traktowaniem obu możliwych decyzji, wrażliwością na zmiany decyzji poszczególnych uczestników, efektywnością i innymi. Własności te wyrażają postulaty: anonimowości, samodualności, suwerenności obywatelskiej, monotoniczności i mocnej monotoniczności, jednomyślności, nieograniczonej dziedziny itp. Niektóre z tych własności wzajemnie się wykluczają. Wybór określonej metody głosowania oznacza akceptację pewnych postulatówi rezygnację ze spełniania przez zastosowaną metodę innych postulatów.

Decision making in international organizations is a multistage and complex process. This paper is confi ned however only to one but the most�important stage, either the voting on a one proposal, which may be accepted or rejected, or the choice between two alternative proposals. This seemingly simple, dichotomous decision can be made by many different methods of voting, i.e. simple majority; absolute majority; qualifi ed majority; voting with quorum; weighted voting; voting with a possibility of veto etc. These methods differ in their properties: equal vs. unequal treatment of the participants of decision-making assembly; the manner of respecting of minority rights; equal vs. unequal treatment of possible decisions; sensitiveness to changes of decisions of particular participants; effectiveness and other. These properties express postulates: anonymity; semi-duality; citizen sovereignty; monotonicity and strong monotonicity; unanimity, unrestricted domain etc. Some of these properties exclude the other. The choice of the particular method of voting means an acceptation of some postulates and a resignation from the other postulates.
When we assume that a survey reveals respondents’ true attitudes we tacitly assume that the subjects understood what we are asking them about and that they had no incentive to be untruthful. In typical studies none of the two assumptions holds. Subjects are asked questions that use undefined terms and they are asked about issues they have no incentive to answer truthfully. Here we argue that a way to solve the two problems lies in constructing a formal theory of an attitude in such a way that an attitude can be derived from the answers yet when answering the questions subjects cannot possibly know that their responses reveal anything about their attitude and, hence, they have no incentive to answer insincerely.We briefly discuss a study that has the desirable properties necessary for the proper design.
