Against the background of the organizational situation in Polsnd the article discusses solutions adopted in the administrative province of Lodz. It describes in a bigger detail directly production activities, scope and other forms of activity of the Regional Management of Urban Roads in Lodz. A major barrier to development of the communal road-bilding system are financial and technical resources. The local authorities owing to fees collected for use of roads have a possibility of increasing their financial resources.

The article analyzes the functioning and development of the communal economy in towns of Sieradz Administrative Province during the period 1976-1985. The activity of communal economy is largely dependent upon a model of settlement network, development of infrastructure, and organizational system of administrative and economic units. Ihe analysis performed by the authors points at major fluctuations in organizational solutions both of structural and detailed character. The present model is of a mixed character, because there can be seen both a tendency towards branch concentration and territorial concentration. The presented stastical data confirm a process of gradual equalization of disproportions existing in development of communal facilities in towns and degree to which needs are satisfied. There exist, however, significant disharmonies and differentiations, and it should be a primary concern of the local and provincial authorities to eliminate them.

The article deals with the communal economy in rural areas. Ihe author discusses problems connected with a definition of a village area as "an area of investments in the communal infrastructure", and differences between the communal economy in villages and towns, as well as the necessity of developing it in villages. Ihe analysis has been performed on the basis of the communal infrastructure in villages belonging to Lodz administrative province. Its state leads to little optimistic conclusions concerning its development.

Ihe article presents organization and development ot telecommunication in Lodz Region. Ihe performed analysis encompasses its entire development period from the moment of installation of the first telephones till the present time. It also outlines its development prospects till 1990. Special attention has been focussed on development of Lodz Telecommunication Network - one of leading telecommunication centres in Poland. The statistical data used in the article come mainly from sources provided by the Management of Post and Telecommunication Centre in Lodz and the Regional Telecommunication Office in Lodz.

Ihe article aims at shedding some light on problems of management and organization of the local economy in the CSSR. A special attention has been paid to the system of people’s councils and to an internal organization of representative and executive organs due to differences existing here between Czechoslovakia and Poland. An amendment to the Law about the people’s councils was introduced in Czechoslovakia in 1982. Its main goal was to strengthen the position of the people’s councils of the basic level, The article tries to outline more important newly-obtained rights of the councils, and primarily those in relation to organizations managed by the people’s councils of higher levels and the Central organs. There are also briefly presented main changes occurring in the local policy concerning problems of the local economy controlled by the people’s councils of the basic level. The siZe of the present article allows only for a brief presentation of these problems and, thus, the article does not exhaust the whole subject.
