The study recalls an unknown statement by Maurycy Jaroszyński from the time of the war, containing an analysis of the government of 1926–1939. This opinion is critical, and its justification shows the incompatibility of the then legal system of the state with the processes of actual governing and administration at the time. The formulated assessments are accurate and competent due to their authorship — a professor of law and a pro-state and self-government activist. The systemic thought contained there can be considered timeless. It is also valid in current conditions. It should be a contribution to a deeper reflection on the affairs of the state system and administration.

Zagadnienia konstytucyjne stanowiły istotny wycinek prowadzonej przez Polską Partię Socjalistyczną kampanii wyborczej do Sejmu w 1947 r. Socjaliści zwrócili się do specjalistów o analizy określonych tematów. Profesor J.S. Langrod nadesłał opracowanie zatytułowane: Uwagi o problemie administracji rządowej i samorządo-wej w Polsce, w którym odpowiada na następujące kwestie: jaka jest rola samorządu w administracji, jaka jest w samorządzie i w administracji rządowej pozycja rad na-rodowych według obowiązującego ustawodawstwa, jaka jest dla samorządu rola są-downictwa administracyjnego, jakie się nasuwają wnioski do reformy? Opracowanie to przeleżało przez 70 lat ad acta. Jego edycja jest potrzebna. Nie jest znane piśmien-nictwu ani też judykaturze, choć zawiera wiele myśli ogólnych, mających podbudo-wę historyczną i komparatystyczną; myśli ponadczasowych, zachowujących aktual-ność. Każdy kto zajmuje się prawem konstytucyjnym i prawem administracyjnym powinien się z nim zapoznać.

Constitutional issues constituted an important sector conducted by the Polish Socialist Party election campaign for Parliament in 1947. Socialists turned to specialists to analyze specific topics. Professor G. Langrod sent a study entitled: Remarks on the problem of gov-ernment and self-government administration in Poland, in which he answers the follow-ing questions: what is the role of self-government in administration, what is the position of national councils in local government and government administration according to the legislation in force, what is the role of the administrative judiciary for the self-government, what are the conclusions for the reform? This study was over 70 years of ad acta. Its edition is needed. It is not known to the literature or judicature, although it contains many gener-al thoughts, having a historical and comparative foundation; timeless thoughts, retaining current. Everyone who deals with constitutional law and administrative law should read it.
