Rising meaning of regional policy induces to study all aspects connecting with this problem. The main aim of this article is presentation just this discipline of economic policy in process of integration with European Union. There were shown the most important subjects realizing European Union's regional policy with the help of characteristics instruments and rules of their acting. Then, it was determined to what degree realization's rules of regional development's European policy are taken into consideration by running of regional polish policy and it was formulated recommendations for our country on regional planning's field. As a reason of the study's limited volume presented matters, opinions and conclusions were depicted in synthetic form.

Economical processes and phenomenons appearing in contemporary economy have repeatedly complexed character and complexed conditions too. These phenomenons comprise in more or less sphere also local work's market in town. In the context of the present discussion with reference of using great infrastructure investments as a factor which dynamites economic growth and employment's growth, it is seemed very important to examine real effects (economical and social) of these operations. The essential field of government intervention is spatial policy as a part of regional development policy. The spatial policy should lead to particular activities, which take effect in expected changes of regions' and whole country's structure. The directions of spatial policy are results of chosen and accepted aims. It should be stressed, that these aims should be correctly chosen and determined. Additionally, to gain appropriate results in spatial policy, the mutual connections between aims also should be identified.

Small and Medium-Sized Enterprises (SMEs) might play an important role in market economy on the condition that the slate policy allows them to develop their activities. Experience of the EU countries shows that direct support of SMEs is also necessary. In Poland SME policy (which has been included in government programmes since 1995) has created the system of support. But SMEs still need strong government activities which among all provide them with money and improve that system.

Measures of economic development of particular regions are linked with the following processes: economic growth, structural changes and institutional transformations. From the social point of view there should be added dynamics of changes in the quality of life and social relationships. Social and economic development of every country tends to vary spatially. It is a result of geographic, natural, historical, economic, social and cultural conditions, which cause that the spatial structure of every country is characterised by existence of more and less developed regions. Many measures including GDP are used to asses the level of social and economic development. Studies of development level (based on GDP measure) of the Lower Silesia Region revealed a relatively big importance of this region in Poland and major internal variations in its development accomplishments and forecasts for the future. The highest development level in the Lower Silesia Region in economic conditions of the late 1990s was achieved by its part connected with Wroclaw agglomeration. It was due to a big diversity of its business activity, lack or rapid abandoning of its links with heavy industry characterised by obsolete technologies and agriculture, as well as its orientation at development of manufacturing industries, high technology and services. A major transformation occurred in these parts of the region, which were linked with mining industries during a long period and where one-sector economy prevailed. These were, for instance, the subregions on Legnica and Jeleniogóra-Wałbrzych. These subregions have to build their growth path from the scratch seeking directions of growth and market niches (depending on specific advantages for a given area) and developing assumptions of the economic strategy.

The main aim of this article is showing a rise in the role of networking horizontal connections, it means braid o f economic, institutional, technological and social relations in regional development. Network’s analysis is believed as a new instrument of regional dynamics’ explanation. It exists agreement that meaning of networking structures and interference in networking system have got stronger. It is thought that networking configurations will be dominant organizational economy’s form in the near future. In the article it was paid special attention to the fact of making the most of network as a instrument in innovations’ development, especially in its interactive form. As a reason of the elaboration’s limited volume presented matters, opinions and conclusions were depicted in synthetic form.
