The article includes discussion about the influence of different communities and nations on security culture. It concerns a phenomenon of “informational society”. There is explained the difference between the definitions of “information” and “communication”. It also shows the origin of the technological revolution, which gave the basis for the technical framework of computerization in the countries leading in science and technology. Consequently, “informational society” appeared. From the 70’s it has gained international importance by entering with a strong accent in the processes of globalization. Information management is very important not only to political and economic processes, but also during conflicts originating for example from terrorism. Regardless of the scientific and technological progress, we are dealing with consumerism, and decreasing level of education which accompany globalization. The values are currently not sufficiently identified and internalized, and thus, currently their use is experiencing a setback. This crisis along with it the phenomenon of decrease of responsibility, lack of ethical and intellectual hygiene in the use of multimedia, can bring numerous risks. The author doubts the possibility of creating a unified global civil society. A sense of communication with the society and co-responsibility for it drifts away. Thus lowers the level of security culture and the real possibility of autonomous human development. This problems are waiting for their identification and to take concrete actions to build security culture in the spirit of sustainable development.

The author of this article is trying to prove that today (as in ancient times) exist people, who commit themselves to self-improvement based on the so-called Warrior’s Way. They have much in common with ancient warriors form the Far East. Moreover, it is the culture of honor that determines the value of different nations and all humanity. Despite the fact, that oriental warfare systems are invariably associated with the concept of physical culture, it is their sense of nobleness that determines their special and unique identity. Today you can find many followers of continuation of their own self-improvement process based on the challenges associated with the achievement of psychophysical perfectionism, which is an integral factor in any martial art. The Warrior’s Knight Way carries lots of character of the martial arts schools, which even today meet the needs of safety and self-realization of a person. Decisive influence here have religious systems of India, Tibet, China, Korea and Japan. The author of this article believes, that the decisive factor of personal development (in the Far East Martial Art) is the Buddhist philosophical-religious system and psychology associated with it. In the background appears here neoconfucianism as a combination of Buddhism and Confucian philosophy of the social organism. Not without a meaning are ideas from Hindu (India), Taoism (China) and Sith religion (Japan). Inherent in the Far East martial arts are the traditional transmission and ritual.

The author starts this article with defining “administration”. In its formation the “police science” was very important. Also very important for the structure of the organization is moral motivation of each person, because it is directly related to the level of ethical culture of the personnel. The article explains the concepts such as value, ethics and morality, which are crucial to discuss the problem of ethics of the Police officer. An important element in the considerations of morality and professional ethics is to see at least two important facts related to professionals society. Firstly, while thinking about professional ethics of the Police officers, we are thinking about morality of a group. Secondly, in order to raise the level of ethical culture of the Police, we have to face the problem of dealing with adults who are already mentally shaped to the considerable degree. One can expect that the teaching an adult of ethics can be problematic. However, scientific data, which allow to view this problem positively, can be found. There should be constantly emphasized, that the efficiency of help must be based on a moral and ethical basis of those who gives it. This implies the need of the constant promotion and preservation of moral-ethical attitudes among police officers. Only than the likelihood of ensuring the security of citizens in an appropriate and socially expected manner is rising.

In the article can be found an explanation what the “Warrior of the Light” metaphor means in the modern world. This figure can often be seen in anyone, who cares about security culture. The value of security culture has grow enormously in the time, when the crisis of all the values began. The author wants to concentrate on the Far East aspects of security culture, which gained in the twentieth century high acceptance also in the western cultural tradition. Of a great importance were here Martial Arts with its numerous Far Eastern varieties, which gives opportunity not only for great physical development, but above all, have a great influence on the human psyche. For this reason, one of the main issues of this work is to understand what “The Way” (jap. dō) really is. It is considered to be a method of human self-realization based on the domain of Martial Arts. Helpful in this task will be to examine how this method was seen by the creators of contemporary Budō, Funakoshi Gichin (living and working in the late nineteenth and early twentieth century), and Ōyama Masutatsu (living in the mid-twentieth century). The author focuses also on the history and philosophy of Budō, which aims for spirituality of martial arts, going back to Indo-European original source.

The article is concerned with the concept of sustainable development treated as an essential mechanism of security culture. The author emphasises how important it is for the implementation of the concept to be inspired from the bottom up in the social aspect of local communities. Today, the sense of community seems to stand in opposition to the institutionalised civil society. A developmental project, in order to result in some degree of balance, should take into consideration such components of security culture as support for the poor, security of existence for future generations or a transparent delineation of the human-nature relation. The author believes that this requires a continuous promotion of lifestyles and policies leading to societies attaining self-sufficiency, a combination of theory with practice and the introduction of good, proven theory. The article features pragmatism which is meant to be consistent with the local social activism. It presents the concept of sustainable development, at the same time indicating that its requirements should be treated as practical instructions which come in useful in the transformation of ethical rules into instructions which may prove helpful in particular activities conducted on the local scale and which are aimed at solving social issues due to the efforts to increase security culture.

This paper examines the unique and long-standing tradition of Japanese security culture based upon the foundation of Japan’s samurai culture and its Bushido code of honor, focusing on its ethical aspects. It also raises the issue of the usefulness and availability of FarEastern, particularly Japanese, martial arts traditions in the context of security culture. In the trichotomous categorization of ‘pillars of security culture’, with said pillars being mental and spiritual (the first), organizational and legal (the second) and material pillar; FarEastern heritage can prove especially advantageous for the first pillar.

The article concerns issue of the concept of national security in the transdisciplinary research area of security studies. Recalled were the most important definitions of national security and culture of national security to accentuate how the comprehension of this concept varies in modern countries and depends on the conception of nation characteristic for a state. National security is of great importance for contemporary security studies and for the security of each state, therefore it is important to understand the mechanism of this phenomenon as well as the conception itself. The objective was also to accentuate how important it is to perceive this phenomenon widely i.e. taking into account also a cultural aspect of the state security.
